| In March 2017, four provinces (autonomous regions and municipalities directly under the Central Government) including Inner Mongolia, Shanghai, Anhui and Shaanxi sought to carry out the pilot work in accordance with the Pilot Program of the Ministry of Justice on Establishing the Lawyers' Professionalism Evaluation System and Assessment Mechanism (No. 33 [2017] of the Ministry of Justice, hereinafter referred to as the “Pilot Program”) and made some good results. All pilot regions have worked to improve the supporting systems and policies, trained a group of evaluation experts, and selected a batch of professional lawyers, thus gaining rich experiences for the evaluation of the level of lawyers' expertise and to some extent improving the professional awareness and service quality of a large number of lawyers. To support the pilot work of lawyers' professionalism evaluation system and assessment mechanism, it is decided, upon deliberation, to expand the scope of the pilot program to 31 provinces (autonomous regions and municipalities directly under the Central Government) and Xinjiang Production and Construction Corps. The relevant matters are hereby notified as follows: | | 2017年3月，按照《司法部关于建立律师专业水平评价体系和评定机制的试点方案》（司发通〔2017〕33号，以下简称《试点方案》）要求，内蒙古、上海、安徽和陕西等4个省（自治区、直辖市）积极探索开展试点工作，取得了良好成效。各试点地区探索完善了配套制度措施，培育了一批评审工作力量，评选出一批专业律师，为开展律师专业水平评价工作积累了一些经验，在一定程度上提高了广大律师的专业化意识和专业服务水平。为推动律师专业水平评价体系和评定机制试点工作深入开展，经研究，决定把试点范围扩大到全国31个省（自治区、直辖市）和新疆生产建设兵团。现就有关事项通知如下： |
| I. Fully recognizing the significance of the pilot work | | 一、充分认识开展律师专业水平评价体系和评定机制试点工作的重要意义 |
| The lawyers' professionalism evaluation system and assessment mechanism is not only an important task for comprehensively promoting the law-based governance and implementing the arrangements of the central government on deepening the reform of lawyer system, but a key step to further strengthen the building of a strong team of lawyers. With the entry of socialism with Chinese characteristics into a new era, especially the deepening of the practice of ruling the country according to the law, the general public have developed a growing demand for legal services and lawyers are thus required to provide more professional, accurate and efficient legal services. The pilot work of lawyers' professionalism evaluation system and assessment mechanism is conducive to exploring a framework of incentives and restraints based on which outstanding lawyers can be selected; fostering the division of labors among lawyers; guiding lawyers to provide legal services in a lawful, honest and proper manner, constantly improve their technical skills and service quality, and give references to clients and parties concerned when they check and select lawyers; and allow lawyers to play a more important role in serving the economic and social development, protecting the lawful rights and interests of the public, and pushing forward the rule of law on all fronts in China. | | 建立律师专业水平评价体系和评定机制，既是推进全面依法治国、落实中央关于深化律师制度改革部署的一项重要任务，也是进一步加强律师队伍建设的一项重要举措。随着中国特色社会主义进入新时代，特别是全面依法治国实践的深入推进，人民群众的法律服务需求日益增长，需要广大律师提供更加专业、精准、高效的法律服务。开展律师专业水平评价体系和评定机制试点工作，有利于探索形成律师队伍优胜劣汰的激励约束机制，推进律师专业化分工，引导律师依法、诚信、规范执业，不断提高专业能力和服务水平，为当事人和有关单位查询、选聘律师提供参考，更好地发挥律师在服务经济社会发展、保障人民群众合法权益、推进全面依法治国等方面的重要作用。 |
| II. Main tasks and requirements for expanding the pilot program | | 二、扩大律师专业水平评价体系和评定机制试点的主要任务和要求 |
The first four pilot provinces (autonomous regions and municipalities directly under the Central Government) shall further expand the pilot scope, sum up the previous experiences, focus on solving problems, take further actions to improve evaluation criteria, methods, procedures and supporting measures, strive to help the pilot program make new achievements, and play an exemplary role nationwide so as to provide replicable, referential and popularizable experiences in other regions.
