Notice Jointly Released by Five Government Agencies regarding Rerouting Some International Passenger Flights Heading to Beijing at the Designated First Points of Entry

On March 19, 2020, the Civil Aviation Administration of China (CAAC), the Ministry of Foreign Affairs, the National Health Commission, the General Administration of Customs, and the National Immigration Administration jointly released the Notice regarding Matters Related to International Passenger Flights Bound for Beijing (No.1) (hereinafter the ‘Notice'), rerouting some international flights heading to Beijing to enter China at the designated first points of entry.
According to the Notice, (1) Some international passenger flights will enter China through designated first points of entry: Tianjin is designated as the first point of entry for flight CA910 from Moscow to Beijing on 20 March, as well as flight CA934 from Paris to Beijing on 22 March; Hohhot is designated as the first point of entry for flight CA926 from Tokyo to Beijing from 20 to 22 March; and Taiyuan is designated as the first point of entry for flight HU7976 from Toronto to Beijing from 21 to 22 March.
(2) Passengers on board the aforementioned international flights shall complete health screening, entry procedures and customs clearance for luggage at the first points of entry. Those who meet the health screening criteria can re-board the planes and head to Beijing. As for cargo in the hold, customs clearance will be processed in Beijing.
(3) In light of the evolving the COVID-19 outbreak situation, arrangements and relevant measures concerning the first points of entry for international flights bound for Beijing will be adjusted as appropriate in due time.
