On September 3, 2018, the Ministry of Finance issued the Decision to Amend the Detailed Rules for the Implementation of the Regulation on the Administration of Lotteries, effective from October 1, 2018.
The revised Rules stipulate that welfare lottery tickets and sports lottery tickets sold via the Internet without permission are illegal lottery tickets. In addition, the Rules prescribe that the finance departments, civil affairs departments, sports administrations, and lottery issuers and sellers at and above the county level should actively cooperate with the public security organs and market supervision and administration departments in investigating and punishing illegal lotteries according to the law to maintain the order of the lottery market.
