Recently, the Supreme People's Court (SPC) issued the Implementation Opinions on Deepening the Comprehensive and Integrated Reform of China's Judicial Accountability System, effective from August 4, 2020. The Opinions provide that people's courts at all levels shall adhere to the case distribution principle of giving first place to random distribution of cases and giving second place to designated distribution of cases. Where a specialized collegiate panel, a professional trial team, or a team for small claims and expedited trial has been established, the courts shall properly classify types of cases, flexibly allocate human resources, and distribute cases randomly among different trial groups as far as possible, so as to avoid the circumstances that a certain type of cases is handled by a fixed trial organization for long. Meanwhile, in accordance with the tasks and requirements specified in the documents by the central government on deepening the reform of judicial accountability system, and on the basis of previous reform achievements, the Opinions put forward 28 supporting measures in five areas, which involve strengthening the political work of courts, improving the supervision of adjudication, boosting frugality prevention and control, and promoting reform of the personnel system and the allocation of resources. In addition, while highlighting the integration of overall planning and implementation, the Opinions specify the responsibilities of each subject and corresponding reform measures in combination of the powers and functions of the courts at all levels, so as to facilitate the execution. The people's courts at all levels shall faithfully fulfill their duties, and implement the Opinions by referring to the actual work.
