| Chapter I General Provisions | | 第一章 总则 |
| Article 1 These Provisions are formulated in accordance with the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Administrative Measures for Internet-Based Information Services, and other laws and administrative regulations for the purposes of strengthening the administration of deep synthesis of Internet-based information services, carrying forward the socialist core values, safeguarding national security and public interest, and protecting the legitimate rights and interests of citizens, legal persons, and other organizations. | | 第一条 为了加强互联网信息服务深度合成管理，弘扬社会主义核心价值观，维护国家安全和社会公共利益，保护公民、法人和其他组织的合法权益，根据《中华人民共和国网络安全法》、《中华人民共和国数据安全法》、《中华人民共和国个人信息保护法》、《互联网信息服务管理办法》等法律、行政法规，制定本规定。 |
| Article 2 These Provisions shall apply to the application of deep synthesis technology to provide Internet-based information services (hereinafter referred to as “deep synthesis services”) within the territory of the People's Republic of China. Where there are other provisions in any law or administrative regulation, such provisions shall prevail. | | 第二条 在中华人民共和国境内应用深度合成技术提供互联网信息服务（以下简称深度合成服务），适用本规定。法律、行政法规另有规定的，依照其规定。 |
| Article 3 The national cyberspace authority shall be responsible for the overall planning and coordination of the governance and related supervision and administration of deep synthesis services across the country. The telecommunications department and public security department of the State Council shall be responsible for the supervision and administration of deep synthesis services according to their respective duties. | | 第三条 国家网信部门负责统筹协调全国深度合成服务的治理和相关监督管理工作。国务院电信主管部门、公安部门依据各自职责负责深度合成服务的监督管理工作。 |
| Local cyberspace authorities shall be responsible for the overall planning and coordination of the governance and related supervision and administration of deep synthesis services within their respective administrative regions. Local telecommunication authorities and public security departments shall be responsible for the supervision and administration of deep synthesis services within their respective administrative regions according to their respective duties. | | 地方网信部门负责统筹协调本行政区域内的深度合成服务的治理和相关监督管理工作。地方电信主管部门、公安部门依据各自职责负责本行政区域内的深度合成服务的监督管理工作。 |
| Article 4 In providing deep synthesis services, an organization or individual shall abide by laws and regulations, respect social morality and ethics, and adhere to the correct political direction, public opinion orientation, and value orientation, so as to promote deep synthesis services in a positive way and for social good. | | 第四条 提供深度合成服务，应当遵守法律法规，尊重社会公德和伦理道德，坚持正确政治方向、舆论导向、价值取向，促进深度合成服务向上向善。 |
| Article 5 Relevant industry organizations shall be encouraged to strengthen industry self-regulation, establish and improve industry standards and rules and self-regulation systems, and supervise and guide deep synthesis service providers and technical supporters in formulating and improving business norms, conducting business according to the law, and accepting social supervision. | | 第五条 鼓励相关行业组织加强行业自律，建立健全行业标准、行业准则和自律管理制度，督促指导深度合成服务提供者和技术支持者制定完善业务规范、依法开展业务和接受社会监督。 |
| Chapter II General Provisions | | 第二章 一般规定 |
| Article 6 No organization or individual may use deep synthesis services to produce, reproduce, publish, or disseminate information prohibited by laws and administrative regulations, or use deep synthesis services to engage in activities prohibited by laws and administrative regulations, such as those endangering national security and interest, damaging the national image, infringing on public interest, disrupting economic and social order, and infringing on the legitimate rights and interests of others. | | 第六条 任何组织和个人不得利用深度合成服务制作、复制、发布、传播法律、行政法规禁止的信息，不得利用深度合成服务从事危害国家安全和利益、损害国家形象、侵害社会公共利益、扰乱经济和社会秩序、侵犯他人合法权益等法律、行政法规禁止的活动。 |
| Deep synthesis service providers and users shall not use deep synthesis services to produce, reproduce, publish, or disseminate false news information. For any effort to reprint the news information produced and released based on the deep synthesis services, the news information released by the Internet-based news information source entity shall be reprinted according to the law. | | 深度合成服务提供者和使用者不得利用深度合成服务制作、复制、发布、传播虚假新闻信息。转载基于深度合成服务制作发布的新闻信息的，应当依法转载互联网新闻信息稿源单位发布的新闻信息。 |
| Article 7 Deep synthesis service providers shall fulfill their principal responsibilities for information security, establish and improve management systems for, among other things, user registration, algorithm mechanism review, scientific and technological ethics review, information release review, data security, personal information protection, combating telecom and online fraud, and emergency response, and have safe and controllable technical support measures. | | 第七条 深度合成服务提供者应当落实信息安全主体责任，建立健全用户注册、算法机制机理审核、科技伦理审查、信息发布审核、数据安全、个人信息保护、反电信网络诈骗、应急处置等管理制度，具有安全可控的技术保障措施。 |
| Article 8 Deep synthesis service providers shall formulate and disclose management rules and platform conventions, improve service agreements, fulfill management responsibilities according to the law and contracts, and remind technical supporters and users of deep synthesis services in a significant way to assume information security obligations. | | 第八条 深度合成服务提供者应当制定和公开管理规则、平台公约，完善服务协议，依法依约履行管理责任，以显著方式提示深度合成服务技术支持者和使用者承担信息安全义务。 |
Article 9 Deep synthesis service providers shall authenticate deep synthesis service users' real identity information through their mobile phone numbers, ID numbers or unified social credit codes or the national network identification public services, and shall not provide information publishing services to deep synthesis service users who have not had their real identity information authenticated.
