“Belt and Road” Debt Sustainability Framework issued by the Ministry of Finance

On April 25, 2019, at the financial integration session of the 2nd Belt and Road Forum for International Cooperation, the Ministry of Finance officially issued the “Belt and Road” Debt Sustainability Framework. The Framework is a tool used for analyzing debt sustainability that is developed by drawing on the Debt Sustainability Framework for Low-Income Countries jointly by the IMF and the World Bank and in light of the realities of the countries along the Belt and Road. Financial institutions in China and other countries participating in the “Belt and Road” Initiative as well as international organizations are encouraged to use the tool on a voluntary basis. The release of the Framework, which reflects not only China's positive and open attitude towards debt sustainability but also China's emphasis on the realities and development needs of the low-income participating countries, will help make the participants' investment and financing decisions more scientific, strengthen the relevant country's capacity to manage debt, and advance the high-quality development of jointly building the Belt and Road. 2019年4月25日,在第二届“一带一路”国际合作高峰论坛资金融通分论坛期间,财政部正式发布《“一带一路”债务可持续性分析框架》。该分析框架是在借鉴国际货币基金组织和世界银行低收入国家债务可持续性分析框架基础上,结合“一带一路”国家实际情况制定的债务可持续性分析工具,鼓励中国和共建“一带一路”国家金融机构、国际机构在自愿基础上使用。分析框架的发布,既彰显了中方在债务可持续性问题上积极和开放的态度,也体现了中方对“一带一路”低收入国家实际国情和发展需求的重视,有助于提高“一带一路”参与各方投融资决策科学性,加强有关国家债务管理能力,推动共建“一带一路”高质量发展。
