| For the purposes of implementing the spirit of the important instructions of General Secretary Xi Jinping and the Notice from the CPC Central Committee regarding Strengthening the Party's Leadership and Providing Strong Political Guarantee for Winning the Battle against the Epidemic, fulfilling the relevant requirements for the joint prevention and control mechanism of the leading group of the Central Government in coping with the epidemic and the State Council, and further intensifying financial support for the prevention and control against the epidemic, the relevant work concerning enterprise bonds during the epidemic prevention and control are hereby set out as follows: | | 为贯彻落实习近平总书记重要指示和《中共中央关于加强党的领导、为打赢疫情防控阻击战提供坚强政治保证的通知》精神，深入落实中央应对疫情工作领导小组和国务院联防联控机制有关要求，进一步强化金融对疫情防控工作的支持，现就疫情防控期间企业债券有关工作通知如下。 |
| I. Taking several measures to support the demands for bond financing of infection-hit areas and enterprises engaging in epidemic prevention and control | | 一、多措并举支持疫情地区和疫情防控企业的债券融资需求 |
| 1. Support shall be provided to use the funds raised from enterprise bonds in projects involving medical services, scientific research, manufacturing of pharmaceutical products, and infrastructure construction related to epidemic prevention and control, and the requirements for the projects covered by enterprise bonds may be relaxed as long as the measures for repayment guarantee are properly taken. During the application period, support shall be provided to use the funds in the construction of the projects at the initial stage, but the latest information of project compliance shall be disclosed in detail. | | （一）支持企业债券募集资金用于疫情防控相关医疗服务、科研攻关、医药产品制造以及疫情防控基础设施建设等项目，在偿债保障措施完善的情况下，可适当放宽该类项目收益覆盖要求。申报阶段，支持企业债券资金用于处于前期阶段的该类项目建设，但应全面详尽披露最新的项目合法合规信息。 |
| 2. Funds raised from enterprise bonds shall be allowed to be used to repay or replace project loans granted during the epidemic prevention and control at the early stage | | （二）允许企业债券募集资金用于偿还或置换前期因疫情防控工作产生的项目贷款。 |
3. Enterprises with good credit shall be encouraged to issue micro and small-sized enterprises' credit-enhanced bonds to support the liquidity of infection-affected micro, small- and medium-sized enterprises. Bond issuers shall be allowed to use no more than 40% of the bond funds to supplement the working capital of the enterprises, and the concentration of entrusted loans shall be relaxed to the extent that “the accumulative balance of entrusted loans granted to a single borrower is no more than RMB 50 million yuan, and may not exceed the total funds raised from micro and small-sized enterprises' credit-enhanced bonds”.
．．．．．． | | （三）鼓励信用优良企业发行小微企业增信集合债券，为受疫情影响的中小微企业提供流动性支持。允许债券发行人使用不超过40%的债券资金用于补充营运资金，同时将委托贷款集中度的要求放宽为“对单个委贷对象发放的委贷资金累计余额不得超过5000万元且不得超过小微债募集资金总规模的10%”。
