| All local offices of the China Banking and Insurance Regulatory Commission ("CBIRC"); the agriculture and rural affairs (husbandry) departments (commissions and bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning; all policy banks, large banks, and joint-stock banks; Postal Savings Bank of China; and all insurance group (holding) companies, insurance companies, and insurance asset management companies: | | 各银保监局，各省、自治区、直辖市、计划单列市农业农村（农牧）厅（委、局），各政策性银行、大型银行、股份制银行，邮储银行，各保险集团（控股）公司、保险公司、保险资产管理公司： |
| For purposes of implementing the arrangements and requirements of the CPC Central Committee and the State Council for stabilization of live pig production and guarantee of market supply and guiding the banking and insurance industries in providing support for the effective stabilization of live pig production and guarantee of market supply, you are hereby notified of the relevant matters as follows: | | 为贯彻落实党中央、国务院关于稳定生猪生产保障市场供应的部署要求，引导银行业保险业支持做好稳定生猪生产、保障市场供应工作，现将有关事项通知如下： |
| I. Increasing credit support: Banking institutions shall further increase their support for the live pig industry. For pig breeding stock farms (local pig breed conservation farms), sizable pig farms, and pig slaughter and processing enterprises that meet the conditions for credit extension but temporarily experience operating difficulties, relevant financial services shall be effectively provided, and loans shall not be blindly limited, withdrawn, or refused. | | 一、加大信贷支持力度。银行业金融机构要进一步加大对生猪产业的支持。对符合授信条件但暂时遇到经营困难的种猪场（地方猪保种场）、生猪规模养殖场和屠宰加工企业，要做好相关金融服务，不得盲目限贷、抽贷、断贷。 |
II. Innovating in product and service models: Banking institutions shall be encouraged to continually improve and innovate in their financial product and service models and establish and improve the due diligence-based liability exemption and the incentive and restraint mechanisms for loans to the live pig industry. Banking institutions shall further discover the demand for credit, fully mobilize the leading enterprises in the live pig industry, and promote the development of a good pattern of "large businesses help small ones" and mutual assistance among banks, enterprises and farmers.
