All local offices and departments of the China Banking and Insurance Regulatory Commission: 各银保监局,机关各部门:
Recently, continuous heavy rains have triggered waterlogs, floods, mudslides and other natural disasters in China's southern regions. In particular, some provinces, such as Chongqing, Jiangxi, Anhui, Hubei, Hunan, Jiangsu and Zhejiang, etc., have been heavily affected by the disasters, imposing a serious impact on the safety of local people's lives and property as well as the production work. For the purposes of strengthening emergency response to floods and geological disasters, supporting the hardest-hit areas in post-disaster reconstruction and reopening to work, and effectively protecting the interests of local people, the relevant matters are hereby notified as follows. 近段时间以来,我国南方地区持续强降雨引发内涝、洪水、泥石流等自然灾害,尤其是重庆、江西、安徽、湖北、湖南、江苏、浙江等省份灾情严重,对人民群众的生命财产安全和生产生活造成严重影响。为加强洪涝地质灾害的应急应对,支持受灾地区做好灾后重建和恢复生产,切实保障人民群众利益,现就有关事项通知如下:
I. The significance of strengthening disaster prevention and mitigation work shall be increasingly recognized. Local offices of the China Banking and Insurance Regulatory Commission (CBIRC) in the affected areas shall attach great importance to the impact of the current floods and geological disasters on economic and financial operations as well as the people's daily life and production work, and take practical measures to properly fulfill the following relevant tasks. First, local offices of the CBIRC in the flood-stricken areas shall supervise the banking and insurance institutions within their respective jurisdictions in actively performing the duties of disaster reduction, prevention and relief, launch emergency preparedness plans for major disasters, and establish a 24-hour duty system for key positions, key departments and key regions. Second, safety inspections for important facilities, such as business premises, self-service equipment, computer rooms and warehouses, shall be conducted in a timely manner to step up safety protection and emergency rescue efforts and ensure the safety of employees' lives and the properties of institutions. Third, insurance institutions within their respective jurisdictions shall be guided to issue risk warnings through various channels, work with the insureds to investigate and resolve potential risks in major projects and other subject matters insured, effectively prevent disasters and accidents, and strive to minimize losses caused by disasters.   一、切实提高对加强防灾减灾工作的认识。受灾地区银保监局要高度重视当前洪涝地质灾害对经济金融运行和群众生产生活的影响,采取切实措施,做好各项工作。一是灾情严重地区银保监局要督促辖内银行保险机构主动履行减灾防灾救灾责任,启动重大灾害应急预案,建立重点地区、重点部门、重点岗位24小时值班制度。二是对营业场所、自助设备、机房库房等重要设施及时开展安全隐患排查,强化安全防护和抢险应急安排,保证员工生命和机构财产安全。三是指导辖内保险机构利用各种渠道做好风险提示,会同被保险人排查化解重大工程、重点项目等承保标的潜在风险,有效防范灾害事故,力争将灾害损失降到最低。
II. All-out efforts shall be made to ensure that the needs for basic financial services in the disaster-stricken areas will be addressed. The stability in the operation of basic financial services and critical infrastructure shall be maintained according to the requirements of “ensuring opening of business, availability of services, and security of operation”. First, local offices of the CBIRC in the disaster-hit areas shall guide the banking and insurance institutions under their jurisdictions to make business plans for various types of business premises according to the impact of floods and geological disasters, adequately arrange the distribution of business outlets and their business hours, and perform their duties of safely relocating temporarily closed business outlets and helping them reopen to business. Second, business outlets that have temporarily suspended their operations due to flood shall take their initiatives to notify consumers, provide explanation and counseling services to them, and guide them to proceed with transactions by electronic means, such as Internet, mobile banking and WeChat mini programs. Third, local banking and insurance institutions shall strengthen communication with the local governments, enterprises and public institutions, get updated information about the financial needs of the flood-hit enterprises and individuals in emergency withdrawals and insurance claims in a timely manner, and try every possible means to ensure smooth provision of financial services to the affected micro and small enterprises, self-employed businesses and farmers.   二、千方百计保障灾区基础金融服务需要。按照“保开门、保服务、保安全”的要求,保障基本金融服务和关键基础设施稳定运行。一是受灾地区银保监局要指导辖内银行保险机构根据洪涝地质灾害影响程度,分类制定营业场所营业方案,合理安排营业网点及营业时间,做好临时停业网点的安全转移和恢复营业相关工作。二是对受灾害影响暂不能营业的网点,要主动向消费者做好告知、解释、疏导工作,并引导客户运用互联网、手机银行、小程序等电子渠道办理业务。三是加强与当地政府部门、企事业单位的沟通,及时掌握受灾企业、群众的应急支取、保险理赔等金融需求,尤其要全力保障受灾小微企业、个体工商户、农户等群体的金融服务畅通。
III. The efficiency of financial services in the disaster-affected areas shall be effectively improved. Local offices of the CBIRC in the disaster-hit areas shall guide 他the banking and insurance institutions under their jurisdictions to effectively enhance the convenience and availability of financial services for enterprises and individuals in the affected areas. First, banking and financial institutions within their jurisdictions shall be guided to establish green channels for fast-track approval, optimize the credit approval process, increase loan approval efficiency, and ensure that all necessary loans can be granted as soon as possible. Second, insurance institutions within their jurisdictions shall establish green channels for insurance investigation and settlement of claims, prioritize the arrangement of resources for the green channels, adequately simplify the claims settlement procedures, and ensure that all appropriate claims can be settled as soon as possible. Third, banking and insurance institutions shall be encouraged to introduce new working methods, and, under the premise of effective risk prevention and control, work to use advanced technologies, such as video connections and remote authentication, to improve service efficiency so that the disaster-hit enterprises and individuals can receive credit funds and insurance compensation as quickly as possible.

   三、切实提高灾区金融服务效率。受灾地区银保监局要指导辖内银行保险机构有效提高灾区企业、群众金融服务的便捷性、可得性。一是指导辖内银行业金融机构建立快速审批绿色通道,优化信贷审批流程、提高贷款审批效率,切实做到应贷尽贷快贷。二是指导辖内保险机构建立保险查勘理赔绿色通道,优先安排资源,适度简化理赔手续,切实做到应赔尽赔快赔。三是鼓励银行保险机构创新工作方式,在有效防控风险的前提下,探索运用视频连线、远程认证等科技手段,提高服务效率,让受灾企业和群众尽早得到信贷资金和保险赔款。
