| In accordance with the decisions and arrangements made by the CPC Central Committee and the State Council, the Ministry of Human Resources and Social Security, the Ministry of Finance and the State Taxation Administration issued the Notice of the Temporary Reduction and Exemption of Enterprises' Social Insurance Contributions (No. 11 [2020], Ministry of Human Resources and Social Security), which provides for the temporary reduction and exemption of enterprises' contributions to basic pension insurance, unemployment insurance, and work-related injury insurance schemes (hereinafter referred to as “three social insurance schemes”) as of February 2020, reducing the burdens of enterprises, and providing strong support for enterprises' resumption of work and production. For the purposes of further helping enterprises, especially micro, small and medium-sized enterprises, respond to risks and tide over difficulties, and reducing the burdens of enterprises and the insured with low income in paying contributions this year, with the approval of the State Council, you are hereby notified of extending the implementation period of the policies regarding the temporary reduction and exemption of enterprises' contributions to three social insurance schemes and other issues as follows: | | 按照党中央、国务院决策部署，人力资源社会保障部、财政部、税务总局印发《关于阶段性减免企业社会保险费的通知》（人社部发〔2020〕11号），自2020年2月起阶段性减免企业基本养老保险、失业保险、工伤保险（以下称三项社会保险）单位缴费部分，减轻了企业负担，有力支持了企业复工复产。为进一步帮助企业特别是中小微企业应对风险、渡过难关，减轻企业和低收入参保人员今年的缴费负担，经国务院同意，现就延长阶段性减免企业三项社会保险费政策实施期限等问题通知如下： |
I. The implementation period of the policies of exempting micro, small and medium-sized enterprises from employers' contributions to three social insurance schemes in all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps (hereinafter collectively referred to as “provinces”) shall be extended until the end of December 2020. The implementation period of the policies of reducing by half the contributions payable by large enterprises and other participating employers (excluding government offices and public institutions, here and below) to three social insurance schemes in all provinces (excluding Hubei province) shall be extended until the end of June 2020. The policies of reducing by half the contributions payable by large enterprises and other participating employers to three social insurance schemes in Hubei province shall continue to be implemented until the end of June 2020.
