The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
The sports competition and performance industry is an important part of the sports industry and consists of a series of economic activities carried on by organizers of sports competition and performance in order to provide various sports competition and performance products on the market and meet the need of consumers for spectating at sports competitions. The development of the sports competition and performance industry is of great significance for tapping and releasing consumption potential, ensuring and improving people's livelihood, and creating new momentum for economic growth. In recent years, China's the sports competition and performance industry has developed rapidly and become an important engine to promote the in-depth development of the sports industry and build a healthy China. However, it should be noted that there are problems in China's the sports competition and performance industry such as insufficient effective supply, small overall scale, and inactive mass consumption. For the purposes of resolving the relevant problems and accelerating the development of the sports competition and performance industry, with the approval of the State Council, the following opinions are hereby offered: 体育竞赛表演产业是体育产业的重要组成部分,表现为体育竞赛表演组织者为满足消费者运动竞技观赏需要,向市场提供各类运动竞技表演产品而开展的一系列经济活动。发展体育竞赛表演产业对挖掘和释放消费潜力、保障和改善民生、打造经济增长新动能具有重要意义。近年来,我国体育竞赛表演产业快速发展,已经成为推动体育产业向纵深发展和建设健康中国的重要引擎。但也要看到,我国体育竞赛表演产业存在有效供给不充分、总体规模不大、大众消费不积极等问题。为破解有关难题,加快体育竞赛表演产业发展,经国务院同意,现提出以下意见:
I. General requirements   一、总体要求
1. Guiding ideology. 2. Basic principles. (二)基本原则。
Adhering to a problem-oriented approach: Based on the practical problems faced in the development of the sports competition and performance industry, the advancement of the transformation of government functions shall be accelerated, the reform of sports associations shall be deepened, and financial, industry and other policies shall be comprehensively used to promote the rapid, sound and sustainable development of the sports competition and performance industry. 坚持问题导向。从体育竞赛表演产业发展面临的实际问题出发,加快推进政府职能转变,深化体育行业协会改革,综合运用金融、产业等政策,推动体育竞赛表演产业快速、健康、可持续发展。
Adhering to a market-driven approach: The development law of the sports competition and performance industry shall be followed, useful international experience shall be drawn on, the vitality of market participants shall be triggered with innovation in systems and mechanisms, a sports property rights system and market allocation mechanism for factors shall be established and improved, the role of the government shall be better exploited, and a development environment for fair and orderly competition among various market participants shall be created. 坚持市场驱动。遵循体育竞赛表演产业发展规律,借鉴国际有益经验,以体制机制创新激发市场主体活力,建立健全体育产权制度和要素市场化配置机制,更好发挥政府作用,营造各类市场主体公平有序竞争的发展环境。
Adhering to integrated development: "Sports plus" and "plus sports" practices shall be adhered to, and the deep integration of the sports competition and performance industry on the one side and culture and tourism, entertainment, the Internet and other related industries on the other side shall be boosted, so as to expand the development space and provide support for economic growth. 坚持融合发展。坚持“体育+”和“+体育”做法,促进体育竞赛表演产业与文化和旅游、娱乐、互联网等相关产业深度融合,拓展发展空间,为经济增长提供支撑。
Adhering to adopting measures suitable for local conditions: Based on local unique sports resources and functional orientation, comparative advantages shall be used, development priorities shall be specified, and the diversified and differentiated development of the sports competition and performance industry in different regions shall be driven, so as to form a joint development pattern of complementary advantages and mutual coordination. 坚持因地制宜。立足各地特色体育资源和功能定位,发挥比较优势,明确发展重点,推动不同地区体育竞赛表演产业多样化、差异化发展,形成优势互补、相互协调的联动发展格局。
3. Development objectives. By 2025, the total value of the sports competition and performance industry will have reached 2 trillion yuan, and a sports competition and performance industry system with rich products, a reasonable structure, solid foundation and balanced development will have been basically established. Certain sports event cities and sports competition and performance industry clusters with great influence will have been built, 100 boutique sports events with great popularity will have been be launched, and 100 sports competition and performance brands with independent intellectual property rights will have been created, a group of sports competition and performance enterprises competitive on the market will have been developed, and the sports competition and performance industry will have become an important force to promote the sustainable development of economy and society. (三)发展目标。到2025年,体育竞赛表演产业总规模达到2万亿元,基本形成产品丰富、结构合理、基础扎实、发展均衡的体育竞赛表演产业体系。建设若干具有较大影响力的体育赛事城市和体育竞赛表演产业集聚区,推出100项具有较大知名度的体育精品赛事,打造100个具有自主知识产权的体育竞赛表演品牌,培育一批具有较强市场竞争力的体育竞赛表演企业,体育竞赛表演产业成为推动经济社会持续发展的重要力量。
II. Increasing events and improving the event system   二、丰富赛事活动,完善赛事体系
4. Vigorously developing professional events. The focus shall be on the development of football, basketball, volleyball, table tennis, badminton, ice hockey, go and other professional sports leagues, the holding of professional events relating to tennis, cycling, boxing, car racing and other sports programs with good conditions shall be encouraged, a professional league council with independent legal person status shall be established, and a professional league grading system shall be reasonably established. Irrational investment and disorderly competition shall be contained. A professional athlete management system suitable for China's national conditions and the characteristics of professional sports shall be vigorously explored, a professional sports honor system shall be established drawing on international experience such as "Hall of Fame," and the localization of clubs shall be promoted. (The General Administration of Sports, the Ministry of Civil Affairs, and the Ministry of Human Resources and Social Security shall be responsible) (四)大力发展职业赛事。着力发展足球、篮球、排球、乒乓球、羽毛球、冰球、围棋等职业联赛,鼓励网球、自行车、拳击、赛车等有条件的运动项目举办职业赛事,建立具有独立法人资格的职业联赛理事会,合理构建职业联赛分级制度。遏制非理性投资和无序竞争。积极探索适应中国国情和职业体育特点的职业运动员管理制度,借鉴“名人堂”等国际经验建立职业体育荣誉体系,推动实现俱乐部地域化。(体育总局、民政部、人力资源社会保障部负责)
5. Supporting the introduction of major international events. The influence and market value of large-scale single-program international events such as world championships and world cup shall be comprehensively assessed, and a group of top-level international events enjoying huge brand popularity and promising market prospects shall be brought in. The 2022 Winter Olympics, the 2022 Winter Paralympics and test matches of all kinds at all levels before the events shall be well organized so as to set a good example of positive interaction and win-win development between major international events and cities. (The General Administration of Sports and the Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games shall be responsible) (五)支持引进国际重大赛事。综合评估世界锦标赛、世界杯赛等大型单项国际赛事的影响力和市场价值,引进一批品牌知名度高、市场前景广的国际顶级赛事。筹办好北京冬奥会、冬残奥会及赛前各级各类测试赛,树立国际重大赛事与城市良性互动、共赢发展的典范。(体育总局、北京冬奥组委负责)
6. Guiding and supporting boutique amateur events. The organizational means for social forces to organize amateur sports events shall be innovated, marathon, martial arts, kickboxing, cycling, outdoor sports, air sports, extreme sports and other events shall be held, and hierarchical authorization, rating, and other means shall be used to increase the kinds of events and reasonably expand the scale of events. All regions shall be encouraged to strengthen brand innovation in sports events and cultivate a group of boutique amateur events with high social influence and enjoying huge popularity. (The General Administration of Sports shall be responsible) (六)引导扶持业余精品赛事。创新社会力量举办业余体育赛事的组织方式,开展马拉松、武术、搏击、自行车、户外运动、航空运动、极限运动等项目赛事,采用分级授权、等级评价等方式,增加赛事种类,合理扩大赛事规模。鼓励各地加强体育赛事品牌创新,培育一批社会影响力大、知名度高的业余精品赛事。(体育总局负责)
