| Your request for several measures for supporting the opening-up and development of the complete oil and gas industry chain in the China (Zhejiang) Pilot Free Trade Zone (hereinafter referred to as the “Zhejiang PFTZ”) has been received. The official reply is hereby given to you as follows: | | 你们关于支持中国（浙江）自由贸易试验区（以下简称浙江自贸试验区）油气全产业链开放发展若干措施的请示收悉。现批复如下： |
| I. The Several Measures for Supporting the Opening-up and Development of the Complete Oil and Gas Industry Chain in the China (Zhejiang) Pilot Free Trade Zone (hereinafter referred as the “Several Measures”) is hereby approved for your earnest implementation. | | 一、同意《关于支持中国（浙江）自由贸易试验区油气全产业链开放发展的若干措施》（以下简称《若干措施》），请认真组织实施。 |
| II. To implement the Several Measures, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as guideline, the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, and the decisions and arrangements of the CPC Central Committee and the State Council shall be followed. Efforts shall be made to follow the general principle of pursuing progress while ensuring stability, stay firm to the new concept of development, and remain steadfast to high-quality development. The supply-side reform shall be regarded as the main task, and system integration and efficient collaboration in the reform shall be strengthened. Furthermore, opening-up and development of the complete oil and gas supply chain shall be supported, an opening-up strategy shall be pursued to boost reform, development and innovation, so as to build the Zhejiang PFTZ into a new hub of reform and opening-up in the new era. | | 二、《若干措施》实施要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，按照党中央、国务院决策部署，坚持稳中求进工作总基调，坚持新发展理念，坚持高质量发展，以供给侧结构性改革为主线，加强改革系统集成、协同高效，推动油气全产业链开放发展，以开放促改革、促发展、促创新，把浙江自贸试验区建设成为新时代改革开放新高地。 |

The People's Government of Zhejiang Province shall assume primary responsibilities, refine and improve the supporting policies, implement major tasks, effectively fulfill the responsibility of supervising traders of oil products and market operations, spare no effort in risk prevention and control, and ensure that all policies and measures will be put in place. | | 三、浙江省人民政府要承担主体责任，细化完善配套政策，落实工作任务，切实履行对油品交易主体和市场运行情况的监督责任，以风险防控为底线，确保各项政策措施落到实处。 |
| IV. | Several Measures for Supporting the Opening-up and Development of the Complete Oil and Gas Industry Chain in the China (Zhejiang) Pilot Free Trade Zone | | 关于支持中国（浙江）自由贸易试验区油气全产业链开放发展的若干措施 |
| The establishment of the China (Zhejiang) Pilot Free Trade Zone (hereinafter referred to as the “Zhejiang PFTZ”) is a momentous decision made by the CPC Central Committee and the State Council, and is one of the strategic measures for promoting reform and opening-up in the new era. The report to the 19th CPC National Congress stresses that pilot free trade zones will be granted with greater autonomy to carry out reform. For the purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council, leveraging pilot free trade zones as experimental plots of reform and opening-up, supporting the Zhejiang PFTZ in taking a different strategic position, strengthening system integration and efficient collaboration of reform, promoting the opening-up and development of the complete oil and gas industry chain, and further increasing the construction quality of the Zhejiang PFTZ, the following measures are hereby developed: | | 建设中国（浙江）自由贸易试验区（以下简称浙江自贸试验区）是党中央、国务院作出的重大决策，是新时代推进改革开放的战略举措。党的十九大报告强调要赋予自贸试验区更大改革自主权。为贯彻落实党中央、国务院决策部署，发挥好自贸试验区改革开放试验田作用，支持浙江自贸试验区围绕战略定位深入开展差别化探索，加强改革系统集成、协同高效，推动油气全产业链开放发展，进一步提高建设质量，制定以下措施： |
| I. Introducing international strategic investors for the trading of oil products | | 一、引进油品贸易国际战略投资者 |
| 1. Active efforts shall be made to integrate various resources, make proper use of the world's major stock exchanges, introduce well-established stock exchanges of New York, London, Singapore and Dubai as strategic investors, and bring in international traders of oil products. | | （一）积极整合各种资源，发挥国际知名交易所作用，引入纽约、伦敦、新加坡、迪拜等地经验丰富的交易所作为战略投资者，并引进国际油品贸易商资源。 |
| 2. The initiative of various enterprises shall be fully promoted, and central and local state-owned enterprises and private enterprises engaging in transactions of oil products shall be attracted to gather in the Zhejiang PFTZ. | | （二）充分发挥各类企业积极性，招引油品贸易相关的中央企业、地方国有企业、民营企业在浙江自贸试验区集聚。 |
| II. Accelerating the transformation and upgrading of the petrochemical and refining industry | | 二、加快推进石化炼化产业转型升级 |
| 3. The Zhoushan Green Petrochemical Base shall be rapidly established, internationally advanced chemical production technologies shall be utilized, top-grade chemical products and new chemical materials shall be concentrated on, and the industry chain of refined deep processing of chemicals shall be developed. The development of the complete oil and gas industry chain ranging from import, storage, transport, processing, trading, transaction to services shall be expedited. | | （三）加快舟山绿色石化基地建设，利用国际先进的化工生产技术，聚焦高端化学品和化工新材料，发展化工下游精深加工产业链。加速油气进口、储运、加工、贸易、交易、服务全产业链发展。 |
| III. Further improving the complete oil and gas industry chain, and creating liquefied natural gas receiving centers | | 三、进一步完善油气全产业链，打造液化天然气接收中心 |
4. Liquefied natural gas (“LNG”) receiving centers shall be established to provide guarantee for the supply of natural gas in China. The analysis and preliminary research on the functional positioning of LNG receiving centers shall be conducted in accordance with the Thirteenth Five-year Plan for National Marine Economic Development, the Thirteenth Five-year Plan for National Natural Gas, and the Distribution Plan for National LNG Terminals, with the spatial distribution of LNG receiving centers based on territorial spatial plans as well as comprehensive preservation and utilization plans for coastal zones. The management of waterways shall be improved so as to support the water transport of LNG tanks and containers, and increase the navigability of LNG carriers. Based on safety assessment, the multimodal transportation of LNG tanks and containers shall be supported and carried out. The natural gas pipeline network shall be planned in an all-round manner, and LNG receiving centers shall be properly connected with the national natural gas pipeline network system.
