| The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: | | 各省、自治区、直辖市人民政府，国务院各部委、各直属机构： |
| For the purposes of implementing the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, according to the State Council Institutional Reform Proposal approved by the First Session of the Thirteenth National People's Congress, subject to principles determined in the Decision of the Standing Committee of the National People's Congress on Issues concerning the Adjustment of Functions of Administrative Organs Prescribed by Laws as Involved in the Institutional Reform of the State Council as deliberated and adopted at the Second Session of the Standing Committee of the Thirteenth National People's Congress, adjusting the functions and work of administrative organs prescribed by administrative regulations in an efficient and orderly manner, ensuring that administrative organs perform their functions and carry out their work according to the law, and making the setup of state institutions and allocation of functions optimized, coordinated, and efficient, the following decision is hereby made in respect of the issues concerning the adjustment of functions of administrative organs prescribed by administrative regulations as involved in the institutional reform of the State Council: | | 为贯彻党的十九大和十九届二中、三中全会精神，根据第十三届全国人民代表大会第一次会议批准的《国务院机构改革方案》，按照第十三届全国人民代表大会常务委员会第二次会议审议通过的《全国人民代表大会常务委员会关于国务院机构改革涉及法律规定的行政机关职责调整问题的决定》确定的原则，平稳有序调整行政法规规定的行政机关职责和工作，确保行政机关依法履行职责、开展工作，推进国家机构设置和职能配置优化协同高效，现就国务院机构改革涉及行政法规规定的行政机关职责调整问题作出如下决定： |
I. Where it is determined in the State Council Institutional Reform Proposal that the functions and work of an administrative organ prescribed in the administrative regulations in force shall be undertaken by a new administrative organ or an administrative organ to which the functions are assigned, the application of the provisions of the relevant administrative regulations shall be adjusted pending the amendment or repeal of the provisions of the relevant administrative regulations, and the new administrative organ or the administrative organ to which the functions are assigned shall undertake the functions and work; and pending the effective adjustment of the relevant functions, the administrative organ formerly charged with the functions and work shall continue undertaking the functions and work.
．．．．．． | | 一、现行行政法规规定的行政机关职责和工作，《国务院机构改革方案》确定由组建后的行政机关或者划入职责的行政机关承担的，在有关行政法规规定尚未修改或者废止之前，调整适用有关行政法规规定，由组建后的行政机关或者划入职责的行政机关承担；相关职责尚未调整到位之前，由原承担该职责和工作的行政机关继续承担。
