| I. We hereby approve the establishment of cross-border e-commerce comprehensive pilot zones in 24 cities including Shijiazhuang City, Taiyuan City, Chifeng City, Fushun City, Hunchun City, Suifenhe City, Xuzhou City, Nantong City, Wenzhou City, Shaoxing City, Wuhu City, Fuzhou City, Quanzhou City, Ganzhou City, Jinan City, Yantai City, Luoyang City, Huangshi City, Yueyang City, Shantou City, Foshan City, Luzhou City, Haidong City, and Yinchuan City under the names of China (City Name) Cross-border E-Commerce Comprehensive Pilot Zones. II. In the construction of the cross-border e-commerce comprehensive pilot zones (hereinafter referred to as “comprehensive pilot zones”), Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be regarded as the guidance, the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, the overall layout for “economic, political, cultural, social, and ecological progress” shall be comprehensively promoted, the strategic arrangement of “Four Comprehensives” shall be advanced in a coordinated manner, the new concept of development shall be insisted on. The reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” shall be continuously deepened according to the decision and deployment of the CPC Central Committee and the State Council. The new industrial revolution trends shall be actively adapted to, the mature experiences in and practices of the first three batches of comprehensive pilot zones shall be replicated and promoted. Value-added tax and consumption tax exemption and other relevant policies shall be implemented for cross-border e-commerce retail export on a pilot basis. Exploration and innovation shall be carried out actively, industrial transformation and upgrading shall be promoted, and brand building shall be carried out. International trade liberalization, facilitation and business type innovation shall be advanced, new experiences and new methods shall be explored for promoting the sound development of cross-border e-commerce across the country, and high-quality development of trade shall be promoted. In the meanwhile, the state security, network security, transaction security, cross-border biological safety, and quality safety of imported and exported commodities shall be guaranteed, the transaction risks shall be effectively prevented, and the regulation in the process of development and the development under regulation shall be insisted on, so as to create a favorable business environment for various market participants to participate in market competition on an equal footing.
