| Opinions of the General Office of the State Council on Accelerating the Development of Circulation Industry and Promoting Consumer Spending | | 国务院办公厅关于加快发展流通促进商业消费的意见 |

| The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government; all ministries and commissions of the State Council, and all institutions directly under the State Council: | | 各省、自治区、直辖市人民政府，国务院各部委、各直属机构： |
| The CPC Central Committee and the State Council have attached great importance to developing the circulation industry and boosting consumer spending. In recent years, all regions and all departments have actively implemented the decisions and arrangements of the Central Government and have achieved good results; and the domestic market has remained basically stable. However, due to the intertwined factors from both home and abroad, there still exist some challenges and difficulties in circulation and consumption sectors: especially poor performance in innovation and transformation of traditional circulation enterprises; lack of effective supply of goods and services; imperfect environment for consumers; and failure to unleash the potential of urban and rural consumers. For the purposes of promoting the innovative development of circulation, optimizing the environment for consumers, promoting the business prosperity, exploiting the potential of domestic consumers, more effectively meeting the demands of consumers, and advancing sustained and sound development of the national economy, the opinions are hereby offered as follows upon the approval of the State Council: | | 党中央、国务院高度重视发展流通扩大消费。近年来，各地区、各部门积极落实中央决策部署，取得良好成效，国内市场保持平稳运行。但受国内外多重因素叠加影响，当前流通消费领域仍面临一些瓶颈和短板，特别是传统流通企业创新转型有待加强，商品和生活服务有效供给不足，消费环境需进一步优化，城乡消费潜力尚需挖掘。为推动流通创新发展，优化消费环境，促进商业繁荣，激发国内消费潜力，更好满足人民群众消费需求，促进国民经济持续健康发展，经国务院同意，现提出以下意见： |
| I. Promoting the development of circulation in new patterns and new modes: The trends of business reform and consumer spending upgrading shall be followed, the use of modern information technologies such as big data, cloud computing, and mobile Internet shall be encouraged, and the integration of various sectors such as commerce, tourism, culture and sports shall be advanced, so as to create more new platforms, new patterns, and new modes for circulation enterprises. E-commerce platforms shall be supported in empowering producers with data; personalized design and flexible production shall be promoted; and such new business modes as tailor-made consumption, smart consumption, information-based consumption and fashion consumption shall be fostered. The establishment of “Internet + used goods” and “Internet + resource recycling” shall be encouraged to promote circular consumption. The inclusive and prudential supervision shall be implemented to boost the development of circulation in new patterns and new modes. (The National Development and Reform Commission, the Ministry of Industry and Information Industry, the Ministry of Ecology and Environment, the Ministry of Commerce, the Ministry of Culture and Tourism, the State Administration for Market Regulation, and the General Administration of Sport shall be responsible based on the division of duties) | | 一、促进流通新业态新模式发展。顺应商业变革和消费升级趋势，鼓励运用大数据、云计算、移动互联网等现代信息技术，促进商旅文体等跨界融合，形成更多流通新平台、新业态、新模式。引导电商平台以数据赋能生产企业，促进个性化设计和柔性化生产，培育定制消费、智能消费、信息消费、时尚消费等商业新模式。鼓励发展“互联网＋旧货”、“互联网＋资源循环”，促进循环消费。实施包容审慎监管，推动流通新业态新模式健康有序发展。（发展改革委、工业和信息化部、生态环境部、商务部、文化和旅游部、市场监管总局、体育总局按职责分工负责） |
| II. Pushing forward the innovation, transformation and upgrading of traditional circulation enterprises: brick-and-mortar stores shall be supported in accelerating renovation with new concepts, new technologies and new designs, and turning themselves into scenario-based, experience-oriented, interactive and comprehensive shopping malls for consumers. Traditional shop stores, large sports stadiums, and old plant areas with business difficulties shall be encouraged to be rebuilt into multi-purpose, integrated and innovative facilities for consumers, such as commercial complexes, consumer experience centers, and fitness and recreational centers. Strong support shall be given to urban planning adjustment, supporting services for public infrastructure, and land use guarantee for rebuilding and expansion projects. (The Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Housing and Urban-rural Development, the Ministry of Commerce, and the General Administration of Sport shall be responsible based on the division of duties) | | 二、推动传统流通企业创新转型升级。支持线下经营实体加快新理念、新技术、新设计改造提升，向场景化、体验式、互动性、综合型消费场所转型。鼓励经营困难的传统百货店、大型体育场馆、老旧工业厂区等改造为商业综合体、消费体验中心、健身休闲娱乐中心等多功能、综合性新型消费载体。在城市规划调整、公共基础设施配套、改扩建用地保障等方面给予支持。（工业和信息化部、自然资源部、住房城乡建设部、商务部、体育总局按职责分工负责） |
| III. Renovating and upgrading pedestrian streets: Local governments may, based on their actual needs, support the rebuilding and expansion projects for the infrastructure, transport facilities, information-based platforms and social credit system of pedestrian streets. Where public security is ensured, commercial pedestrian streets shall be supported in conducting outdoor marketing activities to create a well-organized, orderly and diversified business environment. The scope of the pilot program of rebuilding model pedestrian streets throughout China shall be expanded. (The Ministry of Housing and Urban-rural Development, the Ministry of Commerce, and the State Administration for Market Regulation shall be responsible based on the division of duties) | | 三、改造提升商业步行街。地方政府可结合实际对商业步行街基础设施、交通设施、信息平台和诚信体系等新建改建项目予以支持，提升品质化、数字化管理服务水平。在符合公共安全的前提下，支持商业步行街等具备条件的商业街区开展户外营销，营造规范有序、丰富多彩的商业氛围。扩大全国示范步行街改造提升试点范围。（住房城乡建设部、商务部、市场监管总局按职责分工负责） |
| IV. Accelerating the development of chain convenience stores: The reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” shall be deepened, and the conditions for food distribution permit shall be further optimized in the context that food safety is protected; chain convenience stores with smart facilities and famous brands shall be included in the urban public service infrastructure system. The management responsibility of chain stores' headquarters shall be strengthened; the fire safety inspection shall be simplified before a chain store is put into operation or before business operation; and the notification and commitment management system shall be implemented. Any qualified enterprise applying for books and newspaper distribution business shall be “approved by the book store's or newspaper's headquarters and file a separate record”. Local authorities shall be supported in working to experiment on the “registration of a brand chain store with one business license in multiple places”. The pilot program of simplifying the approval for business operation of tobaccos and over-the-counter medicines shall be simplified. (The Ministry of Housing and Urban-rural Development, the Ministry of Commerce, the Ministry of Emergency Management, the State Administration for Market Regulation, the General Administration of Press and Publication, the State Tobacco Monopoly Administration, and the National Medical Products Administration shall be responsible based on the division of duties) | | 四、加快连锁便利店发展。深化“放管服”改革，在保障食品安全的前提下，探索进一步优化食品经营许可条件；将智能化、品牌化连锁便利店纳入城市公共服务基础设施体系建设；强化连锁企业总部的管理责任，简化店铺投入使用、营业前消防安全检查，实行告知承诺管理；具备条件的企业从事书报刊发行业务实行“总部审批、单店备案”。支持地方探索对符合条件的品牌连锁企业试行“一照多址”登记。开展简化烟草、乙类非处方药经营审批手续试点。（住房城乡建设部、商务部、应急部、市场监管总局、新闻出版署、烟草局、药监局按职责分工负责） |
| V. Optimizing the services and facilities for community residents: The “Internet + community” public service platform shall be established, a number of community service centers shall be newly built or rebuilt, and the community service facilities for education, cultural activities, medical services, elderly care, housekeeping, and sports shall be provided in an all-round way so as to improve public services and create a convenient environment for consumers. The areas where conditions permit can be included in the scope of the renovation of old residential communities, be given strong financial support, and enjoy preferential tax policies according to the regulations. Social organizations shall be encouraged to provide a wide range of public services. (The National Development and Reform Commission, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Housing and Urban-rural Development, the Ministry of Finance, the Ministry of Culture and Tourism, the National Health Commission, and the General Administration of Sport shall be responsible based on the division of duties) | | 五、优化社区便民服务设施。打造“互联网＋社区”公共服务平台，新建和改造一批社区生活服务中心，统筹社区教育、文化、医疗、养老、家政、体育等生活服务设施建设，改进社会服务，打造便民消费圈。有条件的地区可纳入城镇老旧小区改造范围，给予财政支持，并按规定享受有关税费优惠政策。鼓励社会组织提供社会服务。（发展改革委、教育部、民政部、财政部、住房城乡建设部、商务部、文化和旅游部、卫生健康委、税务总局、体育总局按职责分工负责） |
VI. Accelerating the development of circulation industry in rural areas: The infrastructure for circulation industry in rural areas shall be improved, and a township-centered circulation service network shall be established. The coverage of e-commerce services in rural areas shall be expanded, courier services and Internet access shall be upgraded, trainings shall be provided to e-commerce personnel, the development of e-commerce platforms shall be enhanced, and consumer spending in rural areas shall be increased. The supply of goods and services to tourists in countryside shall be improved, and the better-off areas shall be encouraged to develop such consumer markets as recreational activities, travelling, and sightseeing tours.
