| 2019 marks the 70th anniversary of the People's Republic of China and is crucial to securing a decisive victory in building a moderately prosperous society in all respects and accomplishing the first Centenary Goal. The overall requirements of the State Council's legislative work are: under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, to comprehensively implement the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, conscientiously carry out General Secretary Xi Jinping's new ideas, thinking and strategies as to comprehensive law-based governance, focus on holistic advancement of the overall layout for "economic, political, cultural, social, and ecological progress" and coordinated advancement of the Four-Pronged Comprehensive Strategy, adhere to the organic unity of Party leadership, the people running the country, and law-based governance of the country, adhere to the general work tone of making progress in stability, strengthen the centralized and unified leadership of the CPC Central Committee over legislative work, execute the legislative plan of the Standing Committee of the 13th National People's Congress ("NPC"), intensively advance scientific, democratic, and law-based legislation, increase the efforts to holistically coordinate legislation, concentrate on improving the quality of legislation and work efficiency, provide solid and powerful legal guarantees for comprehensively deepening the reform and expanding opening, promoting high-quality development, and securing a decisive victory in building a moderately prosperous society in all respects, and celebrate the 70th anniversary of the People's Republic of China with outstanding achievements. | | 2019年是中华人民共和国成立70周年，是决胜全面建成小康社会、实现第一个百年奋斗目标的关键之年。国务院立法工作的总体要求是：以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届二中、三中全会精神，认真贯彻习近平总书记全面依法治国新理念新思想新战略，围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，坚持党的领导、人民当家作主、依法治国有机统一，坚持稳中求进工作总基调，加强党中央对立法工作的集中统一领导，落实十三届全国人大常委会立法规划，深入推进科学立法、民主立法、依法立法，加大立法统筹协调力度，着力提高立法质量和工作效率，为全面深化改革扩大开放、推动高质量发展、决胜全面建成小康社会提供坚实有力的法治保障，以优异成绩庆祝中华人民共和国成立70周年。 |
| I. Studying and implementing General Secretary Xi Jinping's new ideas, thinking and strategies as to comprehensive law-based governance | | 一、深入学习贯彻习近平总书记全面依法治国新理念新思想新战略 |
| Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has made a series of material decisions on comprehensive law-based governance, put forward a series of new ideas, thinking and strategies as to comprehensive law-based governance, clarified the guiding ideology, development path, work spread, and priority tasks of comprehensive law-based governance, and creatively enriched and developed the theory on the rule of law of the socialism with Chinese characteristics. General Secretary Xi Jinping's new ideas, thinking and strategies as to comprehensive law-based governance represent basic criteria and action guidelines for comprehensive law-based governance and specify the direction of advancement and establish basic principles for strengthening and improving the administrative legislative work in the new era, and must underpin the whole progress and all aspects of administrative legislative work. The Constitution shall be comprehensively implemented, the study, publicity and education about the Constitution shall be deepened, the implementation of the Constitution shall be promoted and ensured with complete laws and regulations, and the authority of the Constitution shall be defended. The key links of comprehensive law-based governance shall be firmly grasped, the legislative systems and mechanisms shall be continually improved, legislation in key fields shall be strengthened, and the guaranteeing role of the rule of law in consolidating foundation, stabilizing expectations, and bringing about long-term benefits shall be better exploited. The new development concept shall be implemented, and the initiative shall be taken, with a focus on the material development strategies of the Party and the country and effectively undertaking the three major endeavors, to accelerate the advancement of relevant administrative legislative projects, further improve the system environment, laws and regulations that are suitable for high-quality development, and ensure and promote high-quality development with high-quality legislation.
