| For the purposes of accurately implementing the Order of Special Pardons of the President of the People's Republic of China and the Decision of the Standing Committee of the Thirteenth National People's Congress on Granting Special Pardons to Some Prisoners on the Occasion of the 70th Anniversary of the Founding of the People's Republic of China, accurately applying the Measures of the CPC Political and Legislative Affairs Committee, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of State Security, and the Ministry of Justice for Implementing the Decision of the Standing Committee of the National People's Congress on Granting Special Pardons to Some Prisoners on the Occasion of the 70th Anniversary of the Founding of the People's Republic of China, and handling special pardon cases in a legal and standardized manner, the Supreme People's Court has prepared the model Ruling on Granting Special Pardons and Ruling on Not Granting Special Pardons of the people's courts, which are hereby issued for your compliance and implementation. | | 为准确实施中华人民共和国主席特赦令和第十三届全国人民代表大会常务委员会《关于在中华人民共和国成立七十周年之际对部分服刑罪犯予以特赦的决定》，正确适用《中共中央政法委员会、最高人民法院、最高人民检察院、公安部、国家安全部、司法部关于实施＜全国人民代表大会常务委员会关于在中华人民共和国成立七十周年之际对部分服刑罪犯予以特赦的决定＞的办法》，依法规范特赦案件审理工作，最高人民法院制作了人民法院《特赦裁定书》《不予特赦裁定书》样式。现予以印发，请参照执行。 |
