Guiding Opinions of the General Office of the State Council on Vigorously Advancing the Innovation on and Application of Supply Chains

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
A supply chain is a form of organization oriented on clients' demand, aimed at improving quality and efficiency, by means of integrating resources, and realizing efficient cooperation in the whole process of product design, procurement, production, sale and services. Owing to the development of information technology, supply chains have moved to a new phase of intelligent supply chains featuring deep integration with the Internet and the Internet of Things. For the purposes of accelerating the innovation on and application of supply chains, promoting the innovation on the organization modes of industries, business models and government governance modes, and advancing the supply-side structural reform, with the approval of the State Council, the following opinions are hereby offered. 供应链是以客户需求为导向,以提高质量和效率为目标,以整合资源为手段,实现产品设计、采购、生产、销售、服务等全过程高效协同的组织形态。随着信息技术的发展,供应链已发展到与互联网、物联网深度融合的智慧供应链新阶段。为加快供应链创新与应用,促进产业组织方式、商业模式和政府治理方式创新,推进供给侧结构性改革,经国务院同意,现提出以下意见。
I. Significance 一、重要意义
(1) Important measures for implementing the new development concept. (一)落实新发展理念的重要举措。
Supply chains have characters such as innovation, coordination, mutual benefits, openness and greenness, and advancing the innovative development of supply chains is helpful to accelerate industrial integration, deepen social division of labor, improve the capability of integrated innovation, and establish a coordinated development mechanism of cooperation and mutual benefits of upstream and downstream enterprises of supply chains and a green industry system covering all the parts including design, production, circulation, consumption and recovery. 供应链具有创新、协同、共赢、开放、绿色等特征,推进供应链创新发展,有利于加速产业融合、深化社会分工、提高集成创新能力,有利于建立供应链上下游企业合作共赢的协同发展机制,有利于建立覆盖设计、生产、流通、消费、回收等各环节的绿色产业体系。
(2) Important handle of the supply-side structural reform. (二)供给侧结构性改革的重要抓手。
Supply chains are helpful, through resource integration and process optimization and by promoting intermingled and coordinated development of industries, to strengthen the effective connection of all parts from production to consumption, reduce the operation and transaction cost of enterprises, promote the precision match between supply and demand and industrial transformation and upgrading, and comprehensively improve the quality of products and services. The regulated development of supply chain finance is helpful to expand the financing channels for micro, small and medium-sized enterprises and ensure that funds flow to the real economy. 供应链通过资源整合和流程优化,促进产业跨界和协同发展,有利于加强从生产到消费等各环节的有效对接,降低企业经营和交易成本,促进供需精准匹配和产业转型升级,全面提高产品和服务质量。供应链金融的规范发展,有利于拓宽中小微企业的融资渠道,确保资金流向实体经济。
(3) Important carriers to guide globalization and improve competitiveness. (三)引领全球化提升竞争力的重要载体。
Advancing the global distribution of supply chains and strengthening the cooperation between and mutual benefits of partner countries and regions are helpful for China's enterprises to integrate into the global supply system more deeply and extensively, advance the implementation of "Belt and Road" building, and build a global community of common interests and with a common future. Establishing new global trade rules based on supply chains is helpful to improve China's discourse power in global economic governance and ensure China's resource energy security and industrial security. 推进供应链全球布局,加强与伙伴国家和地区之间的合作共赢,有利于我国企业更深更广融入全球供给体系,推进“一带一路”建设落地,打造全球利益共同体和命运共同体。建立基于供应链的全球贸易新规则,有利于提高我国在全球经济治理中的话语权,保障我国资源能源安全和产业安全。
II. General requirements   二、总体要求
(1) Guiding ideology. (一)指导思想。
We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee, carry out in depth the spirit of a series of important speeches and new concepts, thoughts and strategies of managing state affairs of General Secretary Xi Jinping, conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, advance the overall layout for "economic, political, cultural, social, and ecological progress" in an overall manner and the Four-Pronged Comprehensive Strategy in a coordinated manner, adhere to the development idea centering on the people, adhere to the general work principle of seeking progress while keeping performance stable, firmly develop and implement the concept of innovative, coordinated, green, open and shared development, with the improvement of development quality and benefits as center, with the in-depth integration of supply chains with the Internet and the Internet of Things as pathway, with information technology, standardization, establishment of a credit system and talent fostering as support, innovate on the new concepts, technologies and modes to develop supply chains, efficiently integrate various resources and factors, raise the level of industrial integration and coordination, develop an intelligent supply chain system featuring support with big data, networked sharing, and intelligent cooperation, advance the supply-side structural reform, and improve the global competitiveness of China's economy. 全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神,深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略,认真落实党中央、国务院决策部署,统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,坚持以人民为中心的发展思想,坚持稳中求进工作总基调,牢固树立和贯彻落实创新、协调、绿色、开放、共享的发展理念,以提高发展质量和效益为中心,以供应链与互联网、物联网深度融合为路径,以信息化、标准化、信用体系建设和人才培养为支撑,创新发展供应链新理念、新技术、新模式,高效整合各类资源和要素,提升产业集成和协同水平,打造大数据支撑、网络化共享、智能化协作的智慧供应链体系,推进供给侧结构性改革,提升我国经济全球竞争力。
(2) Development goals. (二)发展目标。
By 2020, a group of new technologies and modes to develop supply chains in line with China's national conditions will have been developed, and an intelligent supply chain system covering China's major industries will have been established. The role of supply chains in promoting cost reduction and benefit enhancement, matching between supply and demand, and industrial upgrading will have been conspicuously enhanced, and supply chains will have become important support for the supply-side structural reform. Around 100 globally leading supply chain enterprises will have been fostered, the competitiveness of supply chains in major industries will have been leading the pack, and China will have become major global supply chain innovation and application center. 到2020年,形成一批适合我国国情的供应链发展新技术和新模式,基本形成覆盖我国重点产业的智慧供应链体系。供应链在促进降本增效、供需匹配和产业升级中的作用显著增强,成为供给侧结构性改革的重要支撑。培育100家左右的全球供应链领先企业,重点产业的供应链竞争力进入世界前列,中国成为全球供应链创新与应用的重要中心。
III Major tasks   三、重点任务
(1) Advancing the integrated development of the primary, secondary, and tertiary industries in rural areas. (一)推进农村一二三产业融合发展。
i. Innovating on the industrial organization system in agriculture. Family farms, farmers' cooperatives, leading agricultural industrialization enterprises, and agricultural socialization service organizations, among others, shall be encouraged to cooperate in establishing an agricultural supply chain system integrating agricultural product production, processing, circulation and services and developing modern agriculture integrating farming and processing, production, supply and marketing, and domestic and foreign trade. Contracting farmers shall be encouraged to integrate in the agricultural supply chain system by land circulation, joint stock partnership, entrusted management of agricultural production, and other means, and the interest bond mechanism shall be improved, so as to promote moderate-size agricultural operation in various forms and guide agricultural production in the development path of modern agriculture. (The Ministry of Agriculture and the Ministry of Commerce shall be responsible) 1.创新农业产业组织体系。鼓励家庭农场、农民合作社、农业产业化龙头企业、农业社会化服务组织等合作建立集农产品生产、加工、流通和服务等于一体的农业供应链体系,发展种养加、产供销、内外贸一体化的现代农业。鼓励承包农户采用土地流转、股份合作、农业生产托管等方式融入农业供应链体系,完善利益联结机制,促进多种形式的农业适度规模经营,把农业生产引入现代农业发展轨道。(农业部、商务部等负责)
ii. Raising the level of scientific agricultural production. The establishment of an agricultural supply chain information platform shall be promoted to integrate the big data in all parts of agricultural production and operation, share information services in policies, market, science and technology, finance, and insurance, and raise the level of technicalization and precision of the agricultural production. The connection between production and sale shall be strengthened, the farming structure shall be optimized, agricultural production shall be promoted in shifting to be consumption oriented, and greener, high-quality agricultural products shall be supplied. The development of the agricultural producer service industry shall be encouraged, agricultural supply chain financial services shall be expanded, and order-receiving farmers shall be supported in participate in agricultural insurance. (The Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Commerce, the China Banking Regulatory Commission, and the China Insurance Regulatory Commission shall be responsible) 2.提高农业生产科学化水平。推动建设农业供应链信息平台,集成农业生产经营各环节的大数据,共享政策、市场、科技、金融、保险等信息服务,提高农业生产科技化和精准化水平。加强产销衔接,优化种养结构,促进农业生产向消费导向型转变,增加绿色优质农产品供给。鼓励发展农业生产性服务业,开拓农业供应链金融服务,支持订单农户参加农业保险。(农业部、科技部、商务部、银监会、保监会等负责)
iii. Improving the capability of quality safety traceability. The building of agricultural product and food cold chain facilities and standardization shall be strengthened to reduce circulation cost and loss. A major product quality safety traceability mechanism based on supply chains shall be established, for meat, vegetables, aquatic products, traditional Chinese medical herbs, and other edible agricultural products, baby formula food, meat products, dairy products, edible vegetable oil, liquor and other food, and pesticide, veterinary drugs, feed, fertilizers, seeds and other agricultural means of production, upstream and downstream enterprises along the supply chains shall all be included in the traceability system, and a whole-chain traceability system in which the sources can be traced, the destinations can be followed, and responsible persons can be held accountable shall be established, to raise the level of construction safety. (The Ministry of Commerce, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Agriculture, the General Administration of Quality Supervision, Inspection and Quarantine, and the China Food and Drug Administration shall be responsible) 3.提高质量安全追溯能力。加强农产品和食品冷链设施及标准化建设,降低流通成本和损耗。建立基于供应链的重要产品质量安全追溯机制,针对肉类、蔬菜、水产品、中药材等食用农产品,婴幼儿配方食品、肉制品、乳制品、食用植物油、白酒等食品,农药、兽药、饲料、肥料、种子等农业生产资料,将供应链上下游企业全部纳入追溯体系,构建来源可查、去向可追、责任可究的全链条可追溯体系,提高消费安全水平。(商务部、国家发展改革委、科技部、农业部、质检总局、食品药品监管总局等负责)
(2) Promoting coordinated-based, service-oriented and intelligent manufacturing. (二)促进制造协同化、服务化、智能化。
i. Advancing coordinated manufacturing along the supply chains. Manufacturers shall be promoted in applying lean supply chain management technologies and improving the supply chain system for the whole process from research, development and design, production and manufacturing, and after-sales services. Upstream and downstream enterprises along the supply chains shall be promoted in realizing coordinated procurement, manufacturing and logistics, small, medium and large-sized enterprises shall be prompted to conduct professional division of labor and cooperation, clients' demand shall be quickly responded to, production period and the time for the marketing of new products shall be shortened, and the cost of production, operation and transactions shall be reduced. (The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology and the Ministry of Commerce shall be responsible) 1.推进供应链协同制造。推动制造企业应用精益供应链等管理技术,完善从研发设计、生产制造到售后服务的全链条供应链体系。推动供应链上下游企业实现协同采购、协同制造、协同物流,促进大中小企业专业化分工协作,快速响应客户需求,缩短生产周期和新品上市时间,降低生产经营和交易成本。(工业和信息化部、国家发展改革委、科技部、商务部等负责)
