The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government; and all the ministries and commissions of the State Council and all the institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
For the purposes of further implementing the decisions and arrangements of the CPC Central Committee and the State Council on advancing the work of coordinating prevention and control of COVID-19 and economic and social development, ensuring stability on six fronts, maintaining security in six areas, encouraging enterprises to expand international markets while supporting them in selling marketable export-oriented products in the domestic market, and helping Chinese businesses in the foreign trade sector to overcome difficulties to keep foreign trade stable, with the consent of the State Council, the Opinions are hereby offered as follows: 为深入贯彻落实党中央、国务院关于统筹推进新冠肺炎疫情防控和经济社会发展工作的决策部署,做好“六稳”工作、落实“六保”任务,在鼓励企业拓展国际市场的同时,支持适销对路的出口产品开拓国内市场,着力帮扶外贸企业渡过难关,促进外贸基本稳定,经国务院同意,现提出以下意见:
I. Working principles   一、谨防骗子工作原则
The governments shall play a guiding role in supporting domestic sales of export-oriented products, helping foreign trade enterprises to resolve difficulties, ensuring smooth operation of industrial chains and supply chains, and stabilizing the basic elements of foreign trade and foreign investments. Enterprises shall assume their primary responsibilities and adhere to market-based approaches. Foreign trade enterprises shall be encouraged to expand sales channels, and promote the upgrading of domestic consumption. Local governments shall be responsible for introducing targeted measures to meet the local needs, support the domestic sales of goods readily produced for exports, and give priority to foreign trade enterprises in major industrial chains and supply chains, as well as micro, small and medium-sized foreign trade enterprises. 发挥政府引导作用,支持出口产品转内销,帮助外贸企业纾困,确保产业链供应链畅通运转,稳住外贸外资基本盘。发挥企业主体作用,坚持市场化运作,鼓励外贸企业拓展销售渠道,促进国内消费提质升级。落实地方属地责任,因地制宜推动出口产品转内销工作,重点帮扶本地区重要产业链供应链外贸企业和中小微外贸企业。
II. Supporting the shift of products from export to domestic sales   二、支持出口产品进入国内市场
1. Access to the domestic market shall be accelerated for exporters. Before December 31, 2020, unless otherwise provided for by laws and regulations, enterprises shall be allowed to sell, after making the relevant written commitments in the form of self-declaration of conformity, export-oriented products that are produced according to the standards of export destinations and the technical standards of which meet China's mandatory requirements in the domestic market due to the pandemic outbreak. Foreign trade enterprises shall be responsible for consistency between labels and marks in Chinese and in a foreign language attached to export-oriented products sold domestically. (The State Administration for Market Regulation, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the Ministry of Emergency Management, the National Railway Administration, the Civil Aviation Administration of China, and the State Administration of Coal Mine Safety shall be responsible according to their respective duties) If China Compulsory Certification (CCC) is required, exporters selling products in the domestic market shall obtain CCC certificates beforehand according to the law. Further steps shall be taken to continue the reform on the CCC certification system, simplify the certification procedures for export-oriented products to be sold domestically, and shorten the period of obtaining a CCC certificate. (The State Administration for Market Regulation shall be responsible) The procedures for handling tax affairs of enterprises shall be simplified. (The State Taxation Administration shall be responsible) (一)加快转内销市场准入。在2020年底前,对依据出口目的国标准生产且相关标准技术指标达到我国强制性标准要求的出口产品,因疫情影响转内销的,允许企业作出相关书面承诺,通过自我符合性声明的方式进行销售,法律法规另有规定的从其规定。外贸企业要对出口转内销产品加贴的中文和外文标签、标识的一致性负责。(市场监管总局、生态环境部、交通运输部、农业农村部、卫生健康委、应急部、铁路局、民航局、煤矿安监局等部门按职责分工负责)出口转内销产品涉及强制性产品认证(CCC认证)的,应当依法获得强制性产品认证证书。继续深化强制性产品认证制度改革,简化出口转内销产品认证程序,缩短办理时间。(市场监管总局负责)简化企业办税程序。(税务总局负责)
2. Efforts shall be intensified to ensure that products sold domestically are produced on the same production lines, meet the same standards, and are of the same quality as exported ones. Enterprises shall be supported in developing products for both export and domestic sales that are produced on the same production lines, meet the same standards, and are of the same quality (hereinafter referred to as “three sames”) to help them lower costs and promote the shift from export to domestic sales. The range of products with “three sames” shall be extended to general consumer goods and industrial products. (The State Administration for Market Regulation, the Ministry of Industry and Information Technology, and the Ministry of Commerce shall be responsible according to their respective duties) Express channels shall be created for approval of domestic production and sales of exported-oriented products. The functions of the public information service platform for products with “three sames” shall be enhanced at a faster pace. (The State Administration for Market Regulation shall be responsible) Publicity and promotional activities for products with “three sames” shall be carried out to elevate their popularity and influence in the market. (The Publicity Department of the CPC, the Ministry of Commerce, and the State Administration for Market Regulation shall be responsible according to their respective duties)

 (二)促进“同线同标同质”发展。支持企业发展“同线同标同质”(以下称“三同”)产品,即在同一生产线上按照相同标准、相同质量要求生产既能出口又可内销的产品,帮助企业降低成本、实现内外销转型。扩大“三同”适用范围至一般消费品、工业品领域。(市场监管总局、工业和信息化部、商务部等部门按职责分工负责)开通国内生产销售审批快速通道。加快完善“三同”公共信息服务平台功能。(市场监管总局负责)开展“三同”产品宣传推广活动,提升知名度和影响力。(中央宣传部、商务部、市场监管总局按职责分工负责)
