The Decision of the Standing Committee of the National People's Congress on Amending the Law of the People's Republic of China on Resident Identity Cards, as adopted at the 23rd meeting of the Standing Committee of the 11th National People's Congress of the People's Republic of China on October 29, 2011, is hereby promulgated, and shall come into force on January 1, 2012.
 
《全国人民代表大会常务委员会关于修改〈中华人民共和国居民身份证法〉的决定》已由中华人民共和国第十一届全国人民代表大会常务委员会第二十三次会议于2011年10月29日通过,现予公布,自2012年1月1日起施行。

At the 23rd Meeting of the Standing Committee of the 11th National People's Congress decision was made to amend the Law of the People's Republic of China on Resident Identity Cards as follows:
 
第十一届全国人民代表大会常务委员会第二十三次会议决定对《中华人民共和国居民身份证法》作如下修改:

 
I. Paragraph 1 of Article 3 is amended as: “Items to be registered on a resident identity card include: name, gender, nationality, date of birth, address of permanent domicile, citizen's identity number, photograph, fingerprints, term of validity, and issuing authority.”
One paragraph is added to Article 3 as Paragraph 3 thereof: “Citizens applying for obtaining, replacing, or reissuing a resident identity card are required to register their fingerprints.”
   一、将第三条第一款修改为:“居民身份证登记的项目包括:姓名、性别、民族、出生日期、常住户口所在地住址、公民身份号码、本人相片、指纹信息、证件的有效期和签发机关。”第三条增加一款,作为第三款:“公民申请领取、换领、补领居民身份证,应当登记指纹信息。”

 
II. Paragraph 1 of Article 11 is amended as: “If the state decides to issue a new generation of identity cards, the resident identity card expires, the citizen's name is changed or the card is unrecognizable due to serious damage, a citizen shall apply for replacing it by a new card; if any registered item is in error, the public security organ shall immediately correct the error and issue a new identity card. The original card shall be surrendered when obtaining a new one. When a resident identity card is lost, the resident shall apply for reissuance.”

   二、将第十一条第一款修改为:“国家决定换发新一代居民身份证、居民身份证有效期满、公民姓名变更或者证件严重损坏不能辨认的,公民应当换领新证;居民身份证登记项目出现错误的,公安机关应当及时更正,换发新证;领取新证时,必须交回原证。居民身份证丢失的,应当申请补领。
