| The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: | | 各省、自治区、直辖市人民政府，国务院各部委、各直属机构： |
| In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, eight areas (including Beijing-Tianjin-Hebei, Shanghai, Guangdong (Pearl River Delta), Anhui (Hefei, Wuhu and Benbu), Sichuan (Chengdu, Deyang and Mianyang), Wuhan in Hubei, Xi'an in Shaanxi, and Shenyan in Liaoning) and related provinces, municipalities and departments have conducted pilot projects with boldness and innovations in such aspects as protection of intellectual property rights (IPR), incentives for commercializing scientific achievements, financing technological innovations, in-depth development of civil-military integration, and innovations in management system, and made a series of breakthroughs in reform and gained a wealth of replicable experiences, of which a Notice was issued by the General Office of the State Council in 2017. After that, more reforms have been pursued in relevant aspects, and some new measures have been taken to support innovations. Upon approval of the State Council, these reform measures shall be replicated and promoted on a larger scale. Relevant matters are hereby notified as followed: | | 按照党中央、国务院决策部署，京津冀、上海、广东（珠三角）、安徽（合芜蚌）、四川（成德绵）、湖北武汉、陕西西安、辽宁沈阳等8个区域和有关省市、部门，在知识产权保护、科技成果转化激励、科技金融创新、军民深度融合、管理体制创新等方面先行先试、大胆创新，取得了一批改革突破和可复制推广经验，国务院办公厅已于2017年印发通知予以推广。之后，相关方面继续加强改革探索，形成了新一批支持创新的改革举措，经国务院批准，决定在更大范围内复制推广。现就有关事项通知如下： |

| 1. Five measures in protection of intellectual property rights: “three-in-one” trial of civil, criminal and administrative cases regarding intellectual property rights; cross-city (district) hearing of intellectual property right cases such as those concerning patents or specialized knowledge within the jurisdiction of a province; a patent insurance mechanism primarily focusing on mitigating losses from infringements; introduction of the technical investigator system in hearing an intellectual property right case; a speedy trial mechanism for intellectual property right cases based on “Guidance under Two Forms, and Case Distribution by Judicial Assistant”. | | （一）知识产权保护方面5项：知识产权民事、刑事、行政案件“三合一”审判；省级行政区内专利等专业技术性较强的知识产权案件跨市（区）审理；以降低侵权损失为核心的专利保险机制；知识产权案件审判中引入技术调查官制度；基于“两表指导、审助分流”的知识产权案件快速审判机制。 |
2. Four measures in incentives for commercializing scientific achievements: reform in the ownership of employees' scientific achievements with a focus on ex ante incentives; service mode of commercializing scientific achievements with the full participation of technology managers; an interest-sharing mechanism for stakeholders in commercializing scientific achievements with incentives combining technology stocks and cash dividends; and an on-demand research & development and achievement commercialization mechanism based on “custom-made research and development, commercialization and services”.
