| For the purposes of comprehensively prohibiting and punishing the illegal trade of wild animals, breaking the bad habit of excessive consumption of wild animals, maintaining biosecurity and ecological security, effectively preventing major public health risks, effectually securing the life and health of the people, strengthening the construction of ecological civilization, and promoting harmony between humanity and nature, the Standing Committee of the National People's Congress hereby makes the following decision: | | 为了全面禁止和惩治非法野生动物交易行为，革除滥食野生动物的陋习，维护生物安全和生态安全，有效防范重大公共卫生风险，切实保障人民群众生命健康安全，加强生态文明建设，促进人与自然和谐共生，全国人民代表大会常务委员会作出如下决定： |
| I. The hunting, trade, transport, or consumption of wild animals prohibited by the Wild Animal Protection Law of the People's Republic of China or any other relevant law shall be strictly prohibited. | | 一、凡《中华人民共和国野生动物保护法》和其他有关法律禁止猎捕、交易、运输、食用野生动物的，必须严格禁止。 |
| Any violation of the provisions of the preceding paragraph shall be punished under the existing laws in an aggravated manner. | | 对违反前款规定的行为，在现行法律规定基础上加重处罚。 |
II. The consumption of "terrestrial wild animals of important ecological, scientific and social value" and other terrestrial wild animals protected by the state, including terrestrial wild animals bred and raised in captivity, shall be comprehensively prohibited.
