| For purposes of comprehensively implementing the Decision of the CPC Central Committee to Deepen the Institutional Reform of the Party and State and the Plan for Deepening the Institutional Reform of the Party and State deliberated and adopted at the Third Plenary Session of the 19th CPC Central Committee and the State Council Institutional Reform Proposal approved at the First Session of the Thirteenth National People's Congress, ensuring administrative organs' legal performance of their functions, further advancing the reform of simplification of administrative procedures, decentralization of powers, combination of decentralization and appropriate control, and optimization of services according to the law, and stimulating the innovation and creative vitality of market and society to a greater extent, the State Council has reviewed the relevant administrative regulations involved in institutional reform, transformation of government functions, and reform of “simplification of administrative procedures, decentralization of powers, combination of decentralization with appropriate control, and optimization of services.” Upon review, the State Council hereby decides to amend certain clauses of 49 administrative regulations. | | 为了全面落实党的十九届三中全会审议通过的《中共中央关于深化党和国家机构改革的决定》、《深化党和国家机构改革方案》和十三届全国人大一次会议批准的《国务院机构改革方案》，确保行政机关依法履行职责；进一步推进简政放权、放管结合、优化服务改革，更大程度激发市场、社会的创新创造活力，国务院对机构改革、政府职能转变和“放管服”改革涉及的有关行政法规进行了清理。经过清理，国务院决定：对49部行政法规的部分条款予以修改。 |

Article 11 is amended to read: “The carrier, shipper or parcel sender of special articles which enter or leave China such as microorganisms, human tissues, biological products, and blood and its products shall declare to the health and quarantine authority and be subject to health and quarantine inspection, and undergo the customs clearance formalities based on the approval form for special articles issued by the health and quarantine authority.
