| Through the pilot program, a group of policies in support of service trade shall be issued, and systems and mechanisms for service trade shall be further improved; a group of opening and facilitating measures for service trade shall be issued, and the business environment for service trade shall be more stable, fair, transparent and predictable; and a group of enterprises with services trade brands, of strong international influence and competitiveness shall be cultivated, a group of characteristic service trade bases shall be constructed, and every endeavor shall be made to make more achievements in service trade innovation that can be replicated and promoted. | (1) Boosting the development of service trade in the financial field. Banking financial institutions shall be supported in developing financial products and services in accord with the characteristics of service trade. Service trade innovative development guidance funds shall be encouraged to conduct business in Beijing. Every endeavor shall be made to allow Beijing-based financial institutions such as accounting companies and securities companies to qualify for foreign exchange settlement and sales. The policies supporting service trade enterprises in taking out short-term export credit insurance shall be improved, the supply of export credit insurance services for cross-border e-commerce shall be promoted, and export credit insurance and export credit's support for service trade shall be increased. A unified platform for enterprises to take out overseas investment insurance shall be established to support the international operations of service trade enterprises. The use of policy financing and other forms to promote financing facilitation for service trade enterprises shall be explored. The intellectual property rights-pledged financing service mechanism shall be optimized, and the implementation of patent-pledged financing guarantee insurance in the Zhongguancun demonstration area shall be promoted. Overseas Fortune 500 companies and transnational companies in high-tech industries and fields shall be encouraged and supported in setting up research and design, centralized procurement, international marketing, financial settlement and other functional institutions in Beijing. The cooperation between Beijing-based innovators and international high-end scientific and technological resources shall be advanced, and deeper integration into the global innovation network shall be conducted. Enterprises shall be encouraged to expedite the distribution of intellectual property rights, and the efforts to support enterprises in applying for patents abroad shall be intensified. | (3) Promoting the development of service trade in the information field. The construction of a service crowdsourcing platform shall be supported, and the use of modern information technology such as cloud computing and big data to provide information services and achieve distance delivery shall be encouraged. The high-end and international development of innovative and headquarters-based service outsourcing enterprises shall be encouraged, and the focus shall be on developing high-end and high-value-added service outsourcing business. Enterprises shall be encouraged to develop new business types oriented to the needs of domestic and foreign individuals such as experiential services and online and offline services. The development of Internet-based digital content creation service platforms and digital content distribution platforms shall be developed, digital content consumption modes shall be innovated, and tailored and customized services pitched at domestic and foreign consumers shall be developed. | (4) Promoting the development of service trade in the field of cultural creativity. A three-dimensional, efficient, wide-ranging and functionally powerful international dissemination network shall be built, and new online audiovisual business types with digital products, networked dissemination and tailored services as the core shall be vigorously cultivated. The focus shall be on the development of cultural trade such as cultural information, creative design, and video game and animation copyrights, and the "culture plus" overall export with digital technology as the pillar and high-end services as the leadership shall be promoted. The promotion of multi-language translation and other technical applications shall be encouraged, and the export of original video game products shall be supported. Global cultural and art exhibition, exchange and trading platforms, cross-border e-commerce platforms for international cultural trade and other exchange and cooperation platforms shall be built, and cultural export channels shall be broadened. Outward cultural promotion shall be supported, and projects such as "Charming Beijing," "Happy Chinese New Year," "Chinese Culture around the World: Perception of Beijing," and Exhibition of Beijing Excellent Motion Pictures and TV Shows shall be implemented. (5) Promoting the development of service trade in the field of commercial services. Competent accounting firms and law firms, among others, shall be encouraged to enhance their international influence and participate in the development of international industry standards. A group of specialist international logistics enterprises with advanced business models, sound overseas networks and strong competitiveness shall be made stronger. The formation of an international freight forwarding market with a reasonable structure, fine services and competitive order shall be boosted. The expansion of engineering services to high value-added fields such as project financing, design consultation, and operating management shall be vigorously promoted, and the joint export of domestic equipment, technology, standards and services shall be boosted. The optimization of the approval process for foreign-funded auction companies shall be explored. The relevant processes that overseas institutions hold outward economic and technological exhibitions in China shall be further optimized.
