For the purposes of supporting Hainan in comprehensively deepening reform and opening up, and promoting the implementation of the pilot policies for China (Hainan) Pilot Free Trade Zone, as decided at the 17th Session of the Standing Committee of the Thirteenth National People's Congress: the State Council is authorized to temporarily adjust the application of relevant provisions of the Land Administration Law of the People's Republic of China, the Seed Law of the People's Republic of China and the Maritime Law of the People's Republic of China (the catalogue is attached below) in China (Hainan) Pilot Free Trade Zone. The period for the temporary adjustment of application shall expire on December 31, 2024. For the temporary adjustment of the application of relevant legal provisions, an interim and ex-post regulation system must be established and improved to effectively prevent and control risks. The State Council and its relevant departments shall strengthen guidance, coordination and supervision, summarize the experience in the pilot program in a timely manner, and make an interim report on the situations of the temporary adjustment of application of relevant legal provisions to the Standing Committee of the National People's Congress. The relevant laws shall be amended and improved for those proved to be feasible, and the implementation of relevant legal provisions shall be resumed for those proved otherwise.
