The people's governments of all districts, the commissions, offices and bureaus of the Municipal People's Government: 各区人民政府,市政府各委、办、局:
According to the spirit of the Decision of the State Council to Cancel a Group of Administrative Licensing Items and Other Items (No. 28 [2018], State Council) and other documents, the municipal government has conducted a new round of centralized review of administrative approval items and other items in this municipality. Upon strict review and argumentation, the municipal government has decided to cancel and adjust 17 administrative approval items and other items, of which 15 items are canceled and two items are adjusted. The catalogues of 17 administrative approval items and other items are hereby issued and shall come into force on the date of issuance. 按照《国务院关于取消一批行政许可等事项的决定》(国发〔2018〕28号)等的精神,本市对行政审批等事项进行了新一轮集中清理。经过严格审核和论证,市政府决定,取消和调整17项行政审批等事项。其中,取消15项,调整2项。现将17项行政审批等事项目录予以公布,自公布之日起实施。
All districts and all relevant departments shall conduct without delay the implementation and connection in respect of canceled and adjusted administrative approval items and other items, develop and improve detailed rules for interim and ex-post supervision, and advance the supporting reform and the development of relevant rules, so as to prevent absence of regulation; further advance the reform of “the simplification of administrative procedures, decentralization of powers, combination of decentralization and control, and optimization of services,” continuously streamline administrative approval matters, comprehensively promote the reform of “separating permits from business licenses,” further resolve the issue of “granting access but disallowing operations,” and fully stimulate market vitality and social creativity; comprehensively build the government service brand of “one-stop online government services,” promote the revolutionary reengineering of business processes, strengthen data integration, sharing and application, focus on shortening time and cancelling links, materials and visits, and continuously improve the convenience and satisfaction of enterprises and the public in handling their affairs. 各区、各有关部门要抓紧做好取消和调整行政审批等事项的落实和衔接,制定完善事中事后监管细则,推进配套改革和相关制度建设,防止出现监管真空。要深入推进“放管服”改革,持续精简行政审批事项,全面推开“证照分离”改革,进一步破解“准入不准营”问题,充分激发市场活力和社会创造力。要全面打响“一网通办”政务服务品牌,推进业务流程革命性再造,加强数据整合共享应用,着力减时间、减环节、减材料、减跑动次数,不断提升企业和群众办事的便捷度、满意度。

Measures for strengthening interim and ex-post supervision: The Ministry of Commerce shall strengthen supervision by such means as key supervision and “random selection of subjects and inspectors and public disclosure,” and the municipal commission of commerce shall cooperate the Ministry of Commerce in effectively conduct relevant work on interim and ex-post supervision in real time according to the requirements of the Ministry of Commerce. 加强事中事后监管措施:由商务部通过采取重点督查和“双随机、一公开”检查等方式加强监管,市商务委实时根据商务部要求,配合其做好有关事中事后监管工作。
II. Shanghai Municipal Human Resources and Social Security Bureau (one item)   二、市人力资源社会保障局(1项)
Approval of employment of people from Taiwan, Hong Kong and Macao in Shanghai 台港澳人员来沪就业审批
Measures for strengthening interim and ex-post supervision: Profoundly implementing the Notice by the Ministry of Human Resources and Social Security of Matters Concerning the Employment of Hong Kong, Macao and Taiwan Residents in the Chinese Mainland (No. 53 [2018], MOHRSS), issuing relevant supporting policies and measures, and further effectively conducting all the work in terms of employment services for people from Taiwan, Hong Kong and Macao, and their social security, unemployment registration, and labor rights protection, among others. 加强事中事后监管措施:深入贯彻落实《人力资源社会保障部关于香港澳门台湾居民在内地(大陆)就业有关事项的通知》(人社部发〔2018〕53号),出台相关配套政策措施,进一步做好台港澳人员就业服务、社会保障、失业登记、劳动权益保护等方面的各项工作。
