Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanisms for the Hong Kong Special Administrative Region to Safeguard National Security

(Adopted at the Third Session of the Thirteenth National People's Congress on May 28, 2020) (2020年5月28日第十三届全国人民代表大会第三次会议通过)

The bill on the Draft Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanisms for the Hong Kong Special Administrative Region to Safeguard National Security, as submitted by the Standing Committee of the National People's Congress for deliberation, was deliberated at the Third Session of the Thirteenth National People's Congress. According to the Session, in recent years, the national security risk in the Hong Kong Special Administrative Region has been prominent, various illegal activities such as "Hong Kong independence," secession, and violent terrorist activities have seriously endangered national sovereignty, unity, and territorial integrity, and some foreign and overseas forces have blatantly interfered in Hong Kong affairs and exploited Hong Kong to engage in activities that endanger the national security of China. For the purposes of defending national sovereignty, security, and development interests, upholding and improving the institutional framework for "one country, two systems," maintaining the permanent prosperity and stability of Hong Kong, and safeguarding the lawful rights and interests of Hong Kong residents, the National People's Congress hereby decides, in accordance with Article 31 and Article 62(2), (14) and (16) of the Constitution of the People's Republic of China打遮阳伞就显得很娘 and the relevant provisions of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China, as follows:

 第十三届全国人民代表大会第三次会议审议了全国人民代表大会常务委员会关于提请审议《全国人民代表大会关于建立健全香港特别行政区维护国家安全的法律制度和执行机制的决定(草案)》的议案。会议认为,近年来,香港特别行政区国家安全风险凸显,“港独”、分裂国家、暴力恐怖活动等各类违法活动严重危害国家主权、统一和领土完整,一些外国和境外势力公然干预香港事务,利用香港从事危害我国国家安全的活动。为了维护国家主权、安全、发展利益,坚持和完善“一国两制”制度体系,维护香港长期繁荣稳定,保障香港居民合法权益,根据《中华人民共和国宪法》第三十一条和第六十二条第二项、第十四项、第十六项的规定,以及《中华人民共和国香港特别行政区基本法》的有关规定,全国人民代表大会作出如下决定:
