The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Upon deliberation and demonstration, the State Council has decided to reduce the categories in the catalogue of industrial products subject to production license administration: 13 categories of industrial products subject to production license administration including internal combustion engines and vehicles' brake fluids are cancelled, two categories of industrial products including satellite ground receiving equipment for radio and television and wireless transmission equipment for radio and television are reduced and combined into one category, and those categories involving security, health and environmental protection are subject to compulsory product certification administration instead of production license administration, with certification fees afforded by the state. After the adjustment, a total of ten categories of products will continue to be subject to production license administration for industrial products, of which five categories are subject to administration by the State Administration for Market Regulation and five categories are subject to administration by the provincial market regulatory authorities. 经研究论证,国务院决定,压减工业产品生产许可证管理目录,取消内燃机、汽车制动液等13类工业产品生产许可证管理,将卫星电视广播地面接收设备与无线广播电视发射设备2类产品压减合并为1类,对其中涉及安全、健康、环保的,转为强制性产品认证管理,认证费用由财政负担。调整后继续实施工业产品生产许可证管理的产品共计10类,其中,由国家市场监督管理总局实施的5类,由省级市场监督管理部门实施的5类。
All local authorities and relevant departments shall supervise enterprises and urge them to strictly perform their primary responsibilities, reinforce the means of credit supervision and restraint, and if they discover enterprises that have obtained production licenses by fraud through notification, commitments and subsequent on-site examination, they shall seriously punish such enterprises in accordance with the law. The establishment of a quality traceability system and an incentive reporting system shall be researched on, and malicious violations shall be severely punished. Relevant enterprises shall practically assume responsibilities for quality and safety management, establish and improve systems for product quality acceptance, inspection and testing, and after-sales services, so as to ensure that their products meet relevant standards. 各地区、各有关部门要督促企业严格履行主体责任,强化信用监督和约束手段,对通过告知承诺和后置现场审查方式取得生产许可证的企业,发现以欺骗手段取得的,依法严肃处理。要研究建立质量追溯体系和奖励举报制度,对恶意违法行为依法严惩重罚。相关企业要切实承担质量安全管理责任,建立健全产品质量验收、检验检测和售后服务等制度,确保产品符合相关标准要求。
