国务院关于促进天然气协调稳定发展的若干意见

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Natural gas is a quality, efficient, green, clean and low-carbon energy. Accelerating the development and utilization of natural gas and promoting its coordinated and stable development is an important path for China to advance the energy production and consumption revolution and build a clean, low-carbon, safe and efficient modern energy system. At present, China's natural gas production, supply, storage and marketing system is still incomplete, and the problem of unbalanced and insufficient industry development is relatively prominent, to wit: the growth rate of domestic production is lower than that of consumption, import diversification needs strengthening, the consumption structure is not reasonable, there is a weakness in the infrastructure, the capacity for gas storage is seriously limited, connectivity is insufficient, a market-oriented price mechanism has not fully taken shape, the emergency guarantee mechanism is unsound, and there is risk to the security of construction and operation of facilities. For the purposes of effectively resolving the aforesaid problems, accelerating the building of the production, supply, storage, and marketing system for natural gas, and promoting the coordinated and stable development of natural gas, the following opinions are hereby offered. 天然气是优质高效、绿色清洁的低碳能源。加快天然气开发利用,促进协调稳定发展,是我国推进能源生产和消费革命,构建清洁低碳、安全高效的现代能源体系的重要路径。当前我国天然气产供储销体系还不完备,产业发展不平衡不充分问题较为突出,主要是国内产量增速低于消费增速,进口多元化有待加强,消费结构不尽合理,基础设施存在短板,储气能力严重不足,互联互通程度不够,市场化价格机制未充分形成,应急保障机制不完善,设施建设运营存在安全风险等。为有效解决上述问题,加快天然气产供储销体系建设,促进天然气协调稳定发展,现提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology. (一)指导思想。
Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be taken as the guidance, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, the overall advancement of the overall layout for "economic, political, cultural, social, and ecological progress" and the coordinated advancement of the Four-Pronged Comprehensive Strategy shall be effected, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council in relation to deepening the reform of the oil and gas system and the tasks and requirements for accelerating the building of the production, supply, storage, and marketing system for natural gas, the energy security strategy shall be implemented, the focus shall be on resolving the deep-level conflicts in the development of the natural gas industry, and the problem of unbalanced and insufficient development of natural gas shall be effectively resolved, so as to ensure rapid increase in domestic storage and production, basic balance between supply and demand, safe and efficient operation of facilities, and powerful guarantee of gas use for people's livelihood, further set the market mechanism in order, and achieve the sound, orderly, safe, and sustainable development of the natural gas industry. 以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,按照党中央、国务院关于深化石油天然气体制改革的决策部署和加快天然气产供储销体系建设的任务要求,落实能源安全战略,着力破解天然气产业发展的深层次矛盾,有效解决天然气发展不平衡不充分问题,确保国内快速增储上产,供需基本平衡,设施运行安全高效,民生用气保障有力,市场机制进一步理顺,实现天然气产业健康有序安全可持续发展。
2. Basic principles. (二)基本原则。
Coordinated development of production, supply, storage and marketing: The coordinated development of the upstream, middle, and downstream parts of the natural gas industry shall be boosted, and a production, supply, storage, and marketing system for natural gas, based on the domestic market, with diversified sources of imports, sound pipe network arrangements, gas storage in support of peak load regulation, and a reasonable gas structure, in safe and reliable operation shall be developed. Based on the actual supply of resources, the advancement of the orderly use of natural gas shall be planned in an overall manner. 产供储销,协调发展。促进天然气产业上中下游协调发展,构建供应立足国内、进口来源多元、管网布局完善、储气调峰配套、用气结构合理、运行安全可靠的天然气产供储销体系。立足资源供应实际,统筹谋划推进天然气有序利用。
Overall planning and the market's primary role: Natural gas development plans shall be executed, the construction of major natural gas production capacity and infrastructure projects shall be accelerated, and domestic exploration, prospecting, and development efforts shall be intensified. The reform of the oil and gas systems and mechanisms shall be deepened, the use of gas and market order shall be regulated, and it shall be adhere to mainly using a market-oriented approach to effectively balance supply and demand. 规划统筹,市场主导。落实天然气发展规划,加快天然气产能和基础设施重大项目建设,加大国内勘探开发力度。深化油气体制机制改革,规范用气行为和市场秩序,坚持以市场化手段为主做好供需平衡。
Implementing policies in an orderly manner and protecting people's livelihood: Various clean energy such as natural gas shall be leveraged to forward substitution for coal through multiple channels and paths. With respect to the shift from coal to gas, the "gas-based shift" and gradual progress shall be adhered to, so as to meet the demand for gas in priority areas and fields. The responsibilities of all parties shall be placed, and regulation and accountability shall be strengthened, so as to ensure stable supply of gas for people's livelihood. 有序施策,保障民生。充分利用天然气等各种清洁能源,多渠道、多途径推进煤炭替代。“煤改气”要坚持“以气定改”、循序渐进,保障重点区域、领域用气需求。落实各方责任,强化监管问责,确保民生用气稳定供应。
II. Strengthening the building of the production, supply, storage and marketing system and propelling the dynamic balance of natural gas supply and demand   二、加强产供储销体系建设,促进天然气供需动态平衡
3. Intensifying domestic exploration, prospecting and development efforts. The reform of the oil and gas exploration and exploitation management system shall be deepened, and relevant detailed rules shall be issued as soon as possible. (The Ministry of Natural Resources, the National Development and Reform Commission, and the National Energy Administration shall be responsible according to the division of labor based on duties) All oil and gas enterprises shall fully increase funds and workload inputs for domestic exploration, prospecting and development, so as to ensure the completion of all the objectives and tasks planned and arranged by the state and strive to raise the output of domestic natural gas to 200 billion cubic meters or more by the end of 2020. (All oil and gas enterprises shall be responsible, and the National Development and Reform Commission, the State-Owned Assets Supervision and Administration Commission of the State Council, the Ministry of Natural Resources, and the National Energy Administration shall strengthen supervision and inspection) The exit mechanism of oil and gas exploration blocks shall be strictly implemented, the competitive transfer of blocks shall be comprehensively put into practice, transfer of mineral rights in a market-oriented manner shall be encouraged, and the rules of transfer of mineral rights, reserves, and value appraisement, among others, shall be improved. A mechanism for disclosure and sharing of oil and gas geological materials shall be established and improved. (The Ministry of Natural Resources, the National Development and Reform Commission, the State-Owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration shall be responsible according to the division of labor based on duties) A mechanism for accelerating the development of proven undeveloped reserves shall be established, circulation among block enterprises, development with various entities through equity or contractual joint ventures by reference to product sharing models, circulation and competitive transfer of mineral rights among enterprises, and other means shall be comprehensively used, and multiple measures shall be taken to revitalize reserves. (The National Development and Reform Commission, the Ministry of Natural Resources, the State-Owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration shall be responsible according to the division of labor based on duties) National strategies and economic benefits shall be coordinated, the energy security evaluation of state-owned oil and gas enterprises shall be enhanced, and enterprises shall be directed to increase investment in exploration, prospecting and development to ensure an actual increase in reserves. (The State-Owned Assets Supervision and Administration Commission of the State Council, the National Development and Reform Commission, and the National Energy Administration shall be responsible according to the division of labor based on duties) The exploration, prospecting and development of natural gas and ecological and environmental protection shall be balanced in an overall manner, and the reasonable development and utilization of oil and gas resources shall be advanced in an active and orderly manner, so as to serve national energy strategies and ensure the security of natural gas supply. (The Ministry of Ecology and Environment, the Ministry of Natural Resources, the National Development and Reform Commission, and the National Energy Administration shall be responsible according to the division of labor based on duties) (三)加大国内勘探开发力度。深化油气勘查开采管理体制改革,尽快出台相关细则。(自然资源部、国家发展改革委、国家能源局按职责分工负责)各油气企业全面增加国内勘探开发资金和工作量投入,确保完成国家规划部署的各项目标任务,力争到2020年底前国内天然气产量达到2000亿立方米以上。(各油气企业负责,国家发展改革委、国务院国资委、自然资源部、国家能源局加强督导检查)严格执行油气勘查区块退出机制,全面实行区块竞争性出让,鼓励以市场化方式转让矿业权,完善矿业权转让、储量及价值评估等规则。建立完善油气地质资料公开和共享机制。(自然资源部、国家发展改革委、国务院国资委、国家能源局按职责分工负责)建立已探明未动用储量加快动用机制,综合利用区块企业内部流转、参照产品分成等模式与各类主体合资合作开发、矿业权企业间流转和竞争性出让等手段,多措并举盘活储量存量。(国家发展改革委、自然资源部、国务院国资委、国家能源局按职责分工负责)统筹国家战略和经济效益,强化国有油气企业能源安全保障考核,引导企业加大勘探开发投入,确保增储上产见实效。(国务院国资委、国家发展改革委、国家能源局按职责分工负责)统筹平衡天然气勘探开发与生态环境保护,积极有序推进油气资源合理开发利用,服务国家能源战略、保障天然气供应安全。(生态环境部、自然资源部、国家发展改革委、国家能源局按职责分工负责)
4. Improving the diversified overseas supply system for natural gas. The advancement of the diversification of export countries (regions), modes of transport, import channels, contract models, and participants shall be accelerated. For import of natural gas, the focus on both long-term contracts and spot goods shall be adhered to, and while the stability of long-term supply is guaranteed, the role of spot goods in market regulation shall be maximized. Bilateral and multilateral cooperation with priority natural gas exporting countries shall be strengthened, and the advancement of priority projects for international cooperation shall be accelerated. Under the premise of adhering to the market-oriented principle, the coordination of import of natural gas shall be strengthened in emergency guarantee of supply and other special periods, and the competition of market participants shall be regulated. (All the oil and gas enterprises shall conduct the implementation, and the National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Commerce, and the National Energy Administration shall provide guidance and coordination) (四)健全天然气多元化海外供应体系。加快推进进口国别(地区)、运输方式、进口通道、合同模式以及参与主体多元化。天然气进口贸易坚持长约、现货两手抓,在保障长期供应稳定的同时,充分发挥现货资源的市场调节作用。加强与重点天然气出口国多双边合作,加快推进国际合作重点项目。在坚持市场化原则的前提下,在应急保供等特殊时段加强对天然气进口的统筹协调,规范市场主体竞争行为。(各油气企业落实,国家发展改革委、外交部、商务部、国家能源局指导协调)
