| The CPC Central Committee and the State Council has attached great importance to stimulating the innovation enthusiasm of scientific researchers. In recent years, the CPC Central Committee and the State Council have focused on improving management of scientific research, enhancing scientific research performance, advancing the transformation of achievements, optimizing the distribution mechanism and other aspects, issued a series of policy documents, made remarkable achievements in giving more autonomy to research institutes and researcher and other aspects, and received support and popularity from scientific and technological workers. However, there exist various problems in the process of implementing the relevant policies to varying degrees: certain departments, local governments, and research institutes have not revised their systems and rules relating to the management of scientific research in a timely manner and persist in applying outdated measures; certain regulatory use of funds and procurement of equipment remain under the management of the relevant agencies, instead of project undertakers; and the transformation of scientific and technological achievements, remuneration incentives, and movements of persons remain restrained by the relevant rules. These problems constrain the effectiveness of the policies and affect the enthusiasm and initiative of researchers. For the purposes of further promoting the effective implementation of the spirit of documents giving greater autonomy to research institutes and researchers, with the approval of the State Council, the relevant matters are hereby notified as follows. | | 党中央、国务院高度重视激发科研人员创新积极性。近年来，党中央、国务院聚焦完善科研管理、提升科研绩效、推进成果转化、优化分配机制等方面，先后制定出台了一系列政策文件，在赋予科研单位和科研人员自主权等方面取得了显著效果，受到广大科技工作者的拥护和欢迎。但在有关政策落实过程中还不同程度存在各类问题，有的部门、地方以及科研单位没有及时修订本部门、本地方和本单位的科研管理相关制度规定，仍然按照老办法来操作；有的经费调剂使用、仪器设备采购等仍然由相关机构管理，没有落实到项目承担单位；科技成果转化、薪酬激励、人员流动还受到相关规定的约束等。这些问题制约了政策效果，影响了科研人员的积极性主动性。为了进一步推动赋予科研单位和科研人员更大自主权有关文件精神落实到位，经国务院同意，现就有关事项通知如下。 |
| I. Fully understanding the importance of giving autonomy to research institutes and researchers | | 一、充分认识赋予科研机构和人员自主权的重要意义 |
| Profoundly advancing the reform of the scientific and technological system, giving research institutes and researchers greater autonomy, and effectively reducing the burden of researchers are of great importance to mobilizing the enthusiasm of scientific researchers, fully releasing innovation and creation, advancing the construction of an innovative country, and achieving high-quality economic development. All regions, authorities, and entities shall adhere to using Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era as guidance, implement in depth the spirit of the 19th CPC National Congress, heighten the "Four Consciousness," boost the "Four Self-confidence," resolutely achieve the “Two Maintenance," further harmonize the thinking, fully understand the importance of giving autonomy to research institutes and researchers, resolutely implement the various arrangements and requirements of the CPC Central Committee and the State Council, respect laws, respect researchers, maximize the decisive role of the market in allocating scientific and technological resources, give full play to the role of the government, further exploit the primary role of enterprises in technological innovation, closely coordinate and cooperate, conscientiously organize the implementation, resolve the outstanding problems in the implementation of policies without delay, eliminate formalism, bureaucracy and other problems, do solid work, seek actual effects, effectively create a good innovation environment for research institutes and researchers, further liberate productivity, and contribute momentum to the implementation of the innovation-driven development strategy and the construction of an innovative country. | | 深入推进科技体制改革、赋予科研单位和科研人员更大自主权、切实减轻科研人员负担，对于调动科研人员积极性、充分释放创新创造活力、推进建设创新型国家、实现经济高质量发展具有十分重要的意义。各地区、各部门、各单位要坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党的十九大精神，增强“四个意识”，坚定“四个自信”，坚决做到“两个维护”，进一步统一思想，充分认识赋予科研单位和科研人员自主权的重要意义，坚决贯彻落实党中央、国务院各项部署要求，尊重规律，尊重科研人员，充分发挥市场在科技资源配置中的决定性作用，更好发挥政府作用，进一步发挥企业的技术创新主体作用，密切协调配合，精心组织实施，抓紧解决政策落实中存在的突出问题，杜绝形式主义、官僚主义等现象，真抓实干，务求实效，切实为科研单位和科研人员营造良好创新环境，进一步解放生产力，为实施创新驱动发展战略和建设创新型国家增添动力。 |
| II. Developing supporting systems and specific measures for policy implementation | | 二、制定政策落实的配套制度和具体实施办法 |
| For the policies relating to giving autonomy to research institutes and researchers issued by the CPC Central Committee and the State Council, all regions, authorities, and entities shall formulate specific implementation measures, revise the existing administrative measures for scientific research projects, scientific research funds, researchers, and temporary overseas trips, and review and amend rules contrary to the spirit of the policies newly issued. All universities, research institutes, state-owned enterprises, think tanks, and other entities charged with scientific research tasks shall revise and develop the relevant implementation measures and systems in accordance with the above principles. The aforesaid work shall be completed by the end of February 2019. | | 对党中央、国务院已经出台的赋予科研单位和科研人员自主权的有关政策，各地区、各部门和各单位都要制定具体的实施办法，对现行的科研项目、科研资金、科研人员以及因公临时出国等管理办法进行修订，对与新出台政策精神不符的规定要进行清理和修改。各高校、科研院所、国有企业和智库以及其他承担科研任务的单位要按照上述原则修订和制定相关实施办法和制度。以上工作要在2019年2月底前完成。 |
| III. Deeply advancing the work of decentralizing the scientific and technological management authority to | | 三、深入推进下放科技管理权限工作 |
1. Promoting the effective implementation of the authority to manage budgetary adjustment and procurement of instrument. The Ministry of Science and Technology, the Ministry of Finance, and relevant science and technology project management departments shall, according to the Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing Several Opinions on Further Improving the Administration of Central Fiscal Funds for Scientific Research Projects and Other Policies, the Notice by the State Council of Several Measures for Optimizing Management of Scientific Research and Improving Scientific Research Performance, and other spirits, respectively revise the relevant scientific and technological projects and fund management measures, and leave the matters as set forth in the documents related to budget adjustment, procurement of scientific research instrument and the like to the discretion of project undertakers, so that the authorities in charge of the undertakers report to project management departments for recordation.
