| Developing nuclear power in a safe and efficient manner is a key integral part of China's energy strategy. As a solid guarantee for the safety and sustainability of nuclear power in China and an important means to promote the export of our nuclear power technologies, nuclear power standardization is of vital significance for China to leapfrog from a big nuclear power country to a strong one. For the purpose of strengthening the standardization of nuclear power in China and under the approval of the State Council, we hereby put forward our opinions as follows: | | 安全高效发展核电是我国能源战略的重要组成部分。核电标准化是支撑我国核电安全和可持续发展的重要保障，是促进核电“走出去”的重要抓手，对推动我国由核电大国向核电强国迈进具有重要意义。为进一步加强我国核电标准化工作，经国务院同意，现提出以下意见。 |

| 1. Guiding Ideology | | （一）指导思想。 |
| Under the guidance of General Secretary Xi Jinping's Thought on Socialism with Chinese Characteristics in a New Era, we shall comprehensively implement the spirit of the 19th CPC National People's Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, focus on the long-term development of nuclear power plants in accordance with the arrangement in the Scheme for Deepening Reform of the Work of Standardization issued by the State Council, and make unswerving efforts to promote both localization and internationalization of the standards. In addition, we shall reach a consensus, make independent innovations, accelerate the construction of an independent, unified, coordinated, and advanced nuclear power standardization system that suits to the level of our country's nuclear power development, give full play to the role of the standards in regulating, leading and supporting the nuclear power projects, advance the progress of nuclear power technologies and equipment, and guarantee the safety and sustainability of nuclear power industry in China. | | 以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，按照国务院印发的《深化标准化工作改革方案》部署，立足我国核电长远发展，坚持标准自主化与国际化相结合，凝聚共识，自主创新，加快建设一套自主、统一、协调、先进、与我国核电发展水平相适应的核电标准体系，充分发挥标准的规范、引领和支撑作用，推动核电技术和装备进步，促进我国核电安全和可持续发展。 |

| - Improving the system and the leadership. A leadership coordination mechanism shall be established for the work of nuclear power standardization, and the functions and responsibilities of various departments shall be clarified, so that they can play a leading role in coordinating the construction, implementation, supervision, scientific research, international cooperation, and other aspects of a nuclear power standardization system. | | --完善机制，强化领导。建立核电标准化工作领导协调机制，明确各相关部门职责分工，在核电标准体系建设、实施、监督、科研、国际合作等方面发挥领导和协调作用。 |
| - Enhancing inter-departmental collaboration and implementation. Relevant policies and measures shall be introduced to promote the establishment of an effective working mechanism, and provide guidance and support to China's nuclear power projects on how to adopt independent standards during the approval of nuclear power projects. | | --部门联动，加强实施。制定相关政策和措施，建立相应工作机制，在核电项目核准等环节积极引导和推动我国核电项目采用自主核电标准。 |
| - Making overall plans, and setting independent and unified standards. Independent and unified standards on nuclear power shall be established based on our own technologies by thoroughly addressing the technical requirements of our country's pressurized water reactor (PWR)-based nuclear power units and the requirements of other reactor types, and making full use of the engineering experiences and research achievements in our nuclear power projects; the system of nuclear power standardization shall be continuously optimized, and the level of self-reliance shall be increased. | | --统筹规划，自主统一。全面覆盖我国各压水堆核电机型的技术需求，兼顾其他堆型需求，以自主技术为基础，充分利用核电工程建设经验和研究成果，制定自主统一核电标准，持续完善标准体系，提升自主化水平。 |
| - Providing support to international cooperation and export of nuclear power technologies. Efforts shall be made to cooperate and exchange experience with relevant international standardization organizations, other countries and regions on a phase-to-phase and step-by-step basis, so as to keep in line with the international standards, expand the influence of China's nuclear power standards, and lend a helping hand to promote the export of our nuclear power technologies. | | --国际合作，助力出口。分层次、有重点地与相关国际标准组织、国家和地区开展核电标准化国际合作与交流，接轨国际，提升核电标准国际影响力，助推核电“走出去”。 |
| II. Overall Objective | | 二、总体目标 |
| A mechanism that involves the participation of relevant enterprises and public institutions and seeks to coordinate and cooperate on the work of nuclear power standardization shall be established under the guidance of the government; and a nuclear power standardization system with unified technical standards and a complete structure shall be developed to give full support to the development of nuclear power in a safe and efficient manner as well as the export of our nuclear power technologies. | | 建立政府引导、相关企事业单位广泛参与、协同推进核电标准化工作的体制机制；形成标准技术路线统一、结构完善的核电标准体系，全面支撑核电安全高效发展及核电“走出去”。 |
| In 2019, the nuclear power standardization system will be significantly enhanced, the system's framework structure be further optimized, the technical content of standards be gradually unified, and the level of self-reliance and coordination be apparently advanced, thus establishing an independent and integrated standardization system that adapts itself to the development of our country's nuclear power technologies. | | 到2019年，核电标准体系更加完善，体系框架结构进一步优化，标准技术内容逐步统一，标准自主化水平和协调性显著提高，形成自主统一的、与我国核电发展水平相适应的核电标准体系。 |
In 2022, the application of standards shall be remarkably strengthened. More nuclear power projects in China shall adopt the independent nuclear power standards, thus helping our country's standards to exert more international influence and be highly recognized.
