Upon research and argumentation, the State Council decides to review and regulate 17 items of intermediary services for administrative approval of the departments of the State Council, which shall no longer serve as conditions for acceptance of administrative approval. For other 2 items of intermediary services involving the amendment to laws, the State Council shall, according to the legal procedures, submit a request to the Standing Committee of the National People's Congress for amending relevant laws and provisions; and for another item of intermediary services involving the amendment to the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Mainland and Macao Closer Economic Partnership Arrangement, the relevant department under the State Council shall, according to the procedures, negotiate with the Hong Kong Special Administrative Region and the Macao Special Administrative Region and amend and supplement relevant arrangements.
