| Recently, the National Development and Reform Commission (“NDRC”) issued the Notice on Effectively Conducting the Relevant Foreign Investment Work concerning the Implementation of the Catalogue of Investment Projects Subject to Government Confirmation (2016 Version) (No. 111 [2017], NDRC), further specifying the relevant scope of foreign-funded projects subject to confirmation and recordation and relevant work requirements. We hereby forward the Notice to you and notify you of the relevant matters as follows: | | 近期，国家发展改革委下发《关于做好贯彻落实〈政府核准的投资项目目录（2016年本）〉有关外资工作的通知》（发改外资规〔2017〕111号），进一步明确了外商投资项目核准和备案管理的有关范围和工作要求。现将《通知》转给你们，并将有关事项通知如下： |
| I. The scope of foreign-funded projects subject to the confirmation system is as follows: | | 一、实行核准制的外商投资项目的范围为： |
(1) The restricted projects with a total investment (including capital increase) of USD 300 million or more as listed in the Catalogue of Industries for Guiding Foreign Investment shall be subject to confirmation by the NDRC, among which the projects with a total investment (including capital increase) of USD 2 billion or more shall be reported to the State Council for recordation.
