| For the purposes of implementing the Framework Plan for the China (Shanghai) Pilot Free Trade Zone and the Plan for Further Deepening the Reform and Opening-up of China (Shanghai) Pilot Free Trade Zone, and urging the Shanghai Pudong New Area and SHFTZ to accelerate the reform of a new round of commercial affairs system, in accordance with the spirit of the Guiding Opinions of the State Administration for Industry and Commerce on Opening the Database of Enterprise Names and Orderly Promoting the Reform of Enterprise Name Registration Administration and in light of the reality of Shanghai, the following opinions on carrying out the pilot program of reforming enterprise name registration in the Pudong New Area and SHFTZ and promoting the facilitation of enterprise name registration are offered as follows: | | 为贯彻《中国（上海）自由贸易试验区总体方案》和《进一步深化中国（上海）自由贸易试验区改革开放方案》，助推上海浦东新区和自贸试验区加快新一轮商事制度改革进程，依照国家工商总局《关于开放企业名称库有序推进企业名称登记管理改革的指导意见》精神，结合上海实际，现就浦东新区和自贸试验区开展企业名称登记改革试点，推进企业名称登记便利化工作提出如下意见： |
1. Developing a negative list of enterprise names. In accordance with the Provisions on the Administration of Enterprise Name Registration, the Implementation Measures for the Administration of Enterprise Name Registration, the Provisions of the Shanghai Municipality on the Administration of Enterprise Name Registration, and other relevant documents, the relevant requirements for enterprise name registration shall be comprehensively reviewed, the circumstances of restricted use and prohibited use of enterprise names shall be specified, and a negative list of enterprise names shall be formed.
