The Nairobi International Convention for the Removal of Wrecks, 2007, (hereinafter referred to as the “Convention”) entered into force on April 14, 2015. China deposited an instrument of accession to the Convention with the International Maritime Organization on November 11, 2016, and the Convention will be binding on China from February 11, 2017. For the effective implementation of the Convention, upon deliberation, it has been decided to authorize the Maritime Safety Administration of the People's Republic of China to take overall responsibility for the administration of the issuance and inspection of the Certificates of Insurance or Other Financial Security in Respect of Liability for the Removal of Wrecks (hereinafter referred to as the “Certificates”). All maritime safety administrations directly under the Ministry of Transport shall specifically take charge of the issuance and supervisory inspection of the Certificates. The measures for the issuance and inspection of the Certificates shall be additionally developed by the Maritime Safety Administration of the People's Republic of China.
