| As affected by the super strong El Nino, the weather in China is very abnormal in 2016. There were downpours across the country, and flood disaster is serious in some regions. The situation of food control, flood fight, rescue and relief is very severe, and the tasks are very heavy. For the purpose of implementing the spirit of the important speech delivered by General Secretary Xi Jinping on July 20, in accordance with the uniform arrangement of the State Council, we shall effectively provide financial services in the food control, flood fight, rescue and relief, ensure the smooth and steady operation of the financial system, and maintain the economic and social stability in disaster areas, the announcement on effectively providing financial services at the present time are hereby made as follows: | | 受超强厄尔尼诺现象影响，2016年我国气候十分异常，全国各地普降暴雨，部分地区洪涝灾害严重，防汛抗洪抢险救灾形势非常严峻，任务非常繁重。为贯彻落实习近平总书记7月20日重要讲话精神，根据国务院统一部署，全力做好防汛抗洪抢险救灾金融服务工作，确保金融系统平稳运行，维护灾区经济社会稳定，现就做好当前金融服务工作通知如下： |
| I. Attaching great importance, implementing responsibilities, and practically and effectively providing all financial services in food control, flood fight, rescue and relief | | 一、高度重视、落实责任，切实做好防汛抗洪抢险救灾各项金融服务工作 |
| All the PBC branches and all financial institutions shall attach great importance to the impact the current flood disaster has over the economic and financial operation as well as the production and life of the people, regard the disaster relief as an important and urgent task for the present time, and coordinate with each other to provide financial services. All PBC branches shall practically implement the responsibilities for food control and flood fight, strengthen the communication and coordination with local committees of the Communist Party of China (CPC) and governments, cooperate with governments and relevant functional departments, perform the financial functions and roles, specify tasks, assign responsibilities to specific persons, and launch relevant emergency response plans in a timely manner. The officials and employees of the financial system shall, in conscientious accordance with the spirit of the instructions of the CPC Central Committee and the State Council, keep the people in mind, stand fast and remain at their posts, ensure the smooth operation of the whole financial business, and vigorously participate in and support all disaster relief activities. | | 人民银行各分支机构、各金融机构要高度重视当前洪涝灾害对经济金融运行和群众生产生活的影响，把抗灾救灾作为当前重要而紧迫的任务，协调落实金融服务工作。人民银行各分支机构要切实落实防汛抗洪责任制，加强与当地党委和政府的沟通协调，配合政府及有关职能部门，发挥金融职能作用，明确任务，责任到人，及时启动相关应急预案。广大金融系统干部职工要认真按照党中央、国务院的指示精神，心系群众，坚守岗位，保证各项金融业务顺畅运转，积极参与和支持各项抗灾救灾活动。 |
| All PBC branches shall further strengthen emergency watch and information submission. During the flood fight and disaster relief, the branches in the regions affected by the flood shall practically implement the 24-hour on-duty system, and the persons in charge of the branches shall personally guide the work to ensure the smooth implementation of policies and orders. The information on flood fight and disaster relief shall be uniformly submitted to the PBC emergency headquarters and relevant departments and bureaus. | | 人民银行各分支机构要进一步加强应急值守和信息报送工作。抗洪救灾期间，受灾地区分支机构要切实落实24小时值班制度，分支机构负责同志要亲自带班，确保政令畅通。抗洪救灾信息统一报送总行应急指挥部和相关司局。 |
| II. Raising the awareness of emergency response, and ensuring the steady operation of the payment system and major financial information systems and networks | | 二、提高应急意识，确保支付系统和主要金融信息系统网络稳定运行 |
The PBC branches shall strengthen the monitoring of the payment and settlement system, ensure the safe and steady operation of the payment and settlement system, strengthen the emergency response preparation of the payment and settlement system, improve the emergency response and disposition ability of the payment and settlement system, strengthen the support and guidance to the banking financial institutions in the disaster areas, and effectively satisfy their need for payment and settlement services. The banking financial institutions shall strengthen the awareness of emergency response, practically and effectively provide the service of the payment and settlement of the flood fight and relief funds, and reasonably arrange the operation time of the PBC internal system and the personnel on duty in accordance with the disaster situation, so as to ensure that the relief funds immediately enter the accounts of the designated payees, and provide the general public with convenient and rapid payment and settlement services. The formalities for handling individual and entity accounts in the disaster areas shall be simplified, and the bank account service shall be effectively provided in the situation of emergency response.
