For purposes of promoting the construction of the “Belt and Road”, the implementation of the strategy of building a strong maritime nation, the coordinated development of Beijing-Tianjin-Hebei and the implementation of the plan for the development of the Yangtze River Economic Zone, promoting the development of the maritime economy, resolving maritime disputes in a timely manner, guaranteeing maritime courts' accurate exercise of jurisdiction over maritime actions, and trying maritime cases in accordance with the law, in accordance with the provisions of the Civil Procedure Law of the People's Republic of China, the Special Maritime Procedure Law of the People's Republic of China, the Administrative Procedure Law of the People's Republic of China, the Decision of the Standing Committee of the National People's Congress on the Establishment of Maritime Courts in Coastal Port Cities, and other laws, several issues on the jurisdiction over maritime actions are hereby provided for as follows:
