| The construction of pilot free trade zones (hereinafter referred to as the "FTZ") is a strategic measure of the CPC Central Committee and the State Council to advance reform and opening up in the new era. It is seen as a landmark in China's reform and opening-up process. According to the decisions and arrangements of the CPC Central Committee and the State Council, the provinces and municipalities where the FTZ are located and the relevant departments have advanced the practice of innovation in regimes with all-out efforts based on the functional orientation and unique characteristics of their respective FTZ and gained the fifth group of experience in the reform pilot programs of the FTZ, which will be replicated and promoted nationwide. You are hereby notified of the relevant matters as follows: | | 建设自由贸易试验区（以下简称自贸试验区）是党中央、国务院在新时代推进改革开放的一项战略举措，在我国改革开放进程中具有里程碑意义。按照党中央、国务院决策部署，自贸试验区所在省市和有关部门结合各自贸试验区功能定位和特色特点，全力推进制度创新实践，形成了自贸试验区第五批改革试点经验，将在全国范围内复制推广。现就有关事项通知如下： |

(2) Trade facilitation field: six items including "IT-based inspection of marine dangerous goods and combined declaration of dangerous goods carried by vessels and polluting and hazardous goods”, “integrated platform for the whole process of entry and exit customs clearance for vessels sailing on international routes”, “mode of bonded fuel supply across port areas”, “customs business appointment platform”, “export tax rebate-related services provided beforehand to production-oriented export enterprises”, and “collection and consolidation mode for the China-European train”.
