| The Customs of the People's Republic of China will provide comprehensive and fine services for the International Horticultural Exhibition 2019, Beijing, China (hereinafter referred to as the "Beijing Expo 2019") and supervise inbound and outbound articles and personnel in connection with the Beijing Expo 2019 in accordance with the Customs Law of the People's Republic of China, the Law of the People's Republic of China on Import and Export Commodity Inspection, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the People's Republic of China, the Food Safety Law of the People's Republic of China, and the Regulations of the People's Republic of China on Import and Export Duties, etc. | | 中华人民共和国海关将为2019年中国北京世界园艺博览会（以下简称“2019北京世园会”）提供全面优质的服务，并按照《中华人民共和国海关法》《中华人民共和国进出口商品检验法》《中华人民共和国进出境动植物检疫法》《中华人民共和国国境卫生检疫法》《中华人民共和国食品安全法》《中华人民共和国关税条例》等法律法规对2019北京世园会进出境物资和人员实施监管。 |

| The Beijing World Horticultural Expo Coordination Bureau (hereinafter referred to as the "Coordination Bureau") or a logistics enterprise authorized by it shall, through the "Single Window" and "Internet plus Customs," complete the filing of information on the Beijing Expo 2019 with the Customs in advance and institute Customs procedures in the manner of "one-time filing and customs declaration by lots" so as to ensure the fast-track clearance of articles in connection with the Beijing Expo 2019 on their arrival at the port. | | 2019北京世园会事务协调局（以下简称“北京世园局”）或其委托的物流代理企业，通过“单一窗口”和“互联网＋海关”提前完成2019北京世园会相关信息海关备案，采取“一次备案、分批报关”的方式办理海关手续，确保2019北京世园会物资抵达口岸后快速通关。 |
| II. General security as to temporarily imported exhibits | | 二、暂时进境展览品总担保 |
| For temporarily imported exhibits of the Beijing Expo 2019, the Beijing International Horticultural Exhibition Investment and Development Co., Ltd., an affiliate of the Coordination Bureau, shall provide the Beijing Customs District with a bank bond as general security for tax. An overseas exhibitor or a logistics enterprise authorized by it is not required to provide security for tax on a case-by-case basis to the Customs upon the strength of the Certificate of Inbound Articles for the International Horticultural Exhibition 2019, Beijing, China (Annex 1). | | 对2019北京世园会暂时进境展览品，由北京世园局下属北京世园投资发展有限责任公司向北京海关提供银行保函办理税款总担保。境外参展商或其委托的物流代理企业持《2019年中国北京世界园艺博览会进境物资证明函》（附1）免于逐票向海关提交税款担保。 |
