| According to the decisions and arrangements of the CPC Central Committee and the State Council and the requirements of the Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the Opinions on Comprehensively Advancing Open Government and other documents, the following opinions are hereby offered with the approval of the State Council for the purposes of further advancing the public disclosure of government information in the field of approval and implementation of major construction projects. | | 按照党中央、国务院决策部署和《中共中央办公厅 国务院办公厅印发〈关于全面推进政务公开工作的意见〉的通知》等文件要求，为进一步推进重大建设项目批准和实施领域政府信息公开，经国务院同意，现提出以下意见。 |

| 1. Guiding ideology. | | （一）指导思想。 |
| We shall comprehensively implement the spirit of the 19th CPC National Congress, adhere to the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, advance the overall layout for "economic, political, cultural, social, and ecological progress" in an overall manner, advance the Four-Pronged Comprehensive Strategy in a coordinated manner, firmly develop and implement the concept of innovative, coordinated, green, open and shared development, follow requirements of the important arrangements of the CPC Central Committee and the State Council on comprehensively advancing open government, set public disclosure of government information in the field of approval and implementation of major construction projects as an important part of comprehensive advancement of open government, vigorously respond to public concern, and better safeguard the people's rights of knowledge, participation, expression and supervision. | | 全面贯彻党的十九大精神，坚持以习近平新时代中国特色社会主义思想为指导，统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，牢固树立和贯彻落实创新、协调、绿色、开放、共享的发展理念，按照党中央、国务院关于全面推进政务公开工作的重要部署要求，把重大建设项目批准和实施领域政府信息公开作为全面推进政务公开工作的重要内容，积极回应社会关切，更好保障人民群众知情权、参与权、表达权、监督权。 |
| 2. Basic principles. | | （二）基本原则。 |
| Turning disclosure into a routine and nondisclosure into exceptions. Except national secrets, trade secrets, personal privacy, and other content which is not disclosed according to the law, the information in the process of the approval and implementation of major construction projects shall be disclosed to the public as much as possible so as to improve the transparency and efficiency of the approval and implementation of projects and maintain the lawful rights and interests of the people. | | 以公开为常态、不公开为例外。除涉及国家秘密、商业秘密和个人隐私及其他依法不予公开的内容外，重大建设项目批准和实施过程中的信息要尽可能对外公开，以公开提升项目批准、实施的透明度和效率，保障人民群众合法权益。 |
| Highlighting priorities and conducting advancement in an orderly manner. The information in the approval and implementation of major construction projects generating enormous attention shall be prioritized, and with public disclosure of government information as the precursor, the effective collection and timely public disclosure of the information of project entities possessing the status of legal person. | | 突出重点，有序推进。以重大建设项目批准和实施过程中社会关注度高的信息为重点，以政府信息公开为先导，推动项目法人单位信息有效归集、及时公开。 |
| Specifying bodies and implementing responsibilities. Over the course of the approval and implementation of major construction projects, governments at all levels and relevant departments shall be responsible for publicly disclosing the information created or saved when discharging their duties and supervise according to the law project entities possessing the status of legal person to publicly disclose project information. If the law, regulations and rules are silent, project entities possessing the status of legal person shall be encouraged to voluntarily publicly disclose project information. | | 明确主体，落实责任。重大建设项目批准和实施过程中，各级政府和有关部门负责公开其在履行职责过程中制作或保存的信息，并依法监督项目法人单位公开项目信息。法律、法规、规章未作出明确规定的，鼓励项目法人单位主动公开项目信息。 |
| II. Major tasks | | 二、主要任务 |
| For the purpose of these Opinions, "major construction projects" means fixed asset investment projects (excluding overseas investment projects and foreign aid projects) whose approval or confirmation is granted by the government according to the relevant provisions and which have a direct, extensive and significant impact on economic and social development and livelihood improvement. The governments of all provinces (autonomous regions and municipalities directly under the Central Government) and the relevant departments of the State Council shall, based on regional and industry characteristics and work priorities, further specify the scope of major construction projects for the local regions and the fields. | | 本意见所称重大建设项目，是指按照有关规定由政府审批或核准的，对经济社会发展、民生改善有直接、广泛和重要影响的固定资产投资项目（不包括境外投资项目和对外援助项目）。各省（区、市）政府、国务院有关部门应当根据区域、行业特点和工作侧重点，进一步明确本地区、本领域重大建设项目范围。 |
| 1. Highlighting priorities of the public disclosure. | | （一）突出公开重点。 |
| Over the course of the approval and implementation of major construction projects, information of eight kinds, including approval service information, approval result information, invitation for bid and bidding information, land expropriation information, information on material modification of design, construction-related information, quality safety supervision information, and information relating to completion of construction, shall be publicly disclosed in priority. The main content is as follows | | 在重大建设项目批准和实施过程中，重点公开批准服务信息、批准结果信息、招标投标信息、征收土地信息、重大设计变更信息、施工有关信息、质量安全监督信息、竣工有关信息等8类信息。主要内容包括： |
(1) Approval service information: requirements for application, the list of application materials, the process of approval, processing period, contact information of the acceptance department, and manners of supervision and reporting, among others.
