| Article 1 These Measures are formulated for the purpose of strengthening the administration of table salt, ensuring the effective implementation of the work of adding iodine to table salt, and protecting the health of citizens. | | |
| Article 2 The State exercises monopoly control of table salt. | | 第一条 为了加强对食盐的管理，保障食盐加碘工作的有效实施，保护公民的身体健康，制定本办法。 |
| The table salt referred to in these Measures means the salt which is directly edible and used in the production of food. | | |
| Article 3 These Measures shall be applicable to the activities of production, storage, transportation and sales of table salt within the territory of the People's Republic of China. | | 第二条 国家对食盐实行专营管理。 |
| Article 4 The competent authority of the salt industry authorized by the State Council (hereinafter referred to as the competent authority of the salt industry of the State Council) shall be responsible for the administration of the work of the national table salt monopoly. | | 本办法所称食盐，是指直接食用和制作食品所用的盐。 |
| The competent authorities of the salt industry authorized by the local people's governments at and above the county level (hereinafter referred to as the competent authorities of the salt industry of the local people's governments at and above the county level) shall be responsible for the administration of the work of the table salt monopoly in their own administrative areas. | | |
| Chapter II Production of Table Salt | | 第三条 本办法适用于中华人民共和国境内的食盐生产、储运和销售活动。 |
| Article 5 The State implements a system of designated production points of table salt. Non - designated table salt production enterprises shall not be permitted to produce table salt. | | |
| The designated table salt production enterprises shall be subject to the approval of the competent authorities of the salt industry of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. | | 第四条 国务院授权的盐业主管机构（以下简称国务院盐业主管机构）负责管理全国食盐专营工作。 |
| Article 6 Competent authorities of the salt industry of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in light of the existing resources of table salt and the State - approved output of table salt, designate table salt production enterprises according to the requirements of rational distribution and guaranteed quality. | | 县级以上地方各级人民政府授权的盐业主管机构（以下简称县级以上地方各级人民政府盐业主管机构），负责管理本行政区域内的食盐专营工作。 |
| Article 7 The State implements mandatory planning administration over the production of table salt. | | 第二章 食盐生产 |
| An annual plan for the production of table salt shall be issued by the competent planning department of the State Council, and the implementation of the said plan shall be organized by the competent authority of the salt industry of the State Council. | | |
| Article 8 It is strictly prohibited to produce table salt by solar evaporation of well - mine brines or by boiling brines down to salt. | | 第五条 国家对食盐实行定点生产制度。非食盐定点生产企业不得生产食盐。 |
| Chapter III Sales of Table Salt | | 食盐定点生产企业由省、自治区、直辖市人民政府盐业主管机构审批。 |
| Article 9 The State exercises mandatory planning administration over the distribution and allocation of table salt. | | |
| An annual plan for the distribution and allocation of table salt shall be issued by the competent planning department of the State Council, and the implementation thereof shall be organized by the competent authority of the salt industry of the State Council. | | 第六条 省、自治区、直辖市人民政府盐业主管机构根据食盐资源状况和国家核定的食盐产量，按照合理布局、保证质量的要求，确定食盐定点生产企业。 |
| Article 10 The State implements a wholesale licencing system for the wholesale of table salt. | | |
| Those who are engaged in the wholesale of table salt must, according to law, apply for a table salt wholesale licence and those who have not obtained such a licence may not operate a table salt wholesale business. | | 第七条 国家对食盐生产实行指令性计划管理。 |
| Article 11 Enterprises that are engaged in the wholesale of table salt shall be examined, approved and issued table salt wholesale licences by the competent authorities of the salt industry of the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government. The approved enterprises shall be reported to the competent authority of the salt industry of the State Council for the record. | | 食盐年度生产计划由国务院计划行政主管部门下达，国务院盐业主管机构组织实施。 |
| The table salt wholesale licence is centrally manufactured by the competent authority of the salt industry of the State Council. | | |
| Article 12 Those who wish to obtain a table salt wholesale licence shall meet the following requirements: | | 第八条 严禁利用井矿盐卤水晒制、熬制食盐。 |
| (1) Having the registered capital which is commensurate with their size of operations; | | 第三章 食盐销售 |
| (2) Having the fixed business premises; | | |
| (3) Having the storage facilities which are in keeping with the provisions of the State; and | | 第九条 国家对食盐的分配调拨实行指令性计划管理。 |
| (4) Conforming to the requirements in their respective areas for the rational distribution of table salt wholesale enterprises. | | 食盐年度分配调拨计划，由国务院计划行政主管部门下达，国务院盐业主管机构组织实施。 |
| Article 13 The table salt wholesale enterprises shall purchase table salt pursuant to the State plan and sell it pursuant to the stipulated marketing scope. | | |
| Article 14 Table salt retail units, individual businessmen who are entrusted to sell table salt on a commission basis, and commissioned purchasing and marketing shops as well as units that use table salt for food processing shall purchase table salt from the enterprises that have obtained table salt wholesale licences in their localities. | | 第十条 国家对食盐批发实行批发许可证制度。 |
Article 15 The designated table salt production enterprises, table salt wholesale enterprises, table salt retail units, individual businessmen who are entrusted to sell table salt on a commission basis, and commissioned purchasing and marketing shops shall sell table salt at the price set by the State.
