| A domain name is an essential part and an important identity label of a government website. In recent years, all regions and departments have attached great importance to the work of government websites, and the level of website construction management has been gradually improved. However, in the management of the use of domain names of government websites, there are still problems such as unclear responsibilities, slack management, disorderly use, irregular naming, and imperfect registration and approval system, among others, which have affected the authority, standardization and security of government websites. For the purposes of thoroughly implementing Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era and the spirit of the 19th CPC National Congress, implementing the decisions and deployments of the CPC Central Committee and the State Council on strengthening the construction of cybersecurity, and promoting the sound and orderly development of government websites, you are hereby notified of the work on strengthening the administration of the domain names of government websites as follows: | | 域名是政府网站的基本组成部分和重要身份标识。近年来，各地区、各部门高度重视政府网站工作，网站建设管理水平逐步提高。但在政府网站域名使用管理方面，仍存在责任不清、管理不严、使用无序、命名不规范、注册审批制度不完善等问题，影响了政府网站的权威性、规范性和安全性。为深入贯彻习近平新时代中国特色社会主义思想和党的十九大精神，落实党中央、国务院关于加强网络安全建设的决策部署，促进政府网站健康有序发展，现就加强政府网站域名管理工作通知如下： |
| I. Improving the system for the administration of the domain names of government websites | | 一、健全政府网站域名管理体制 |
| 1. Implementing the responsibilities of the handling entities in charge of government websites for the administration of the domain names. The handling entities in charge of government websites shall administrate the domain names of government websites under the principles of “the establisher shall file an application and the user shall be responsible therefor.” In principle, only one Chinese domain name and one English domain name shall be registered for a government website. If there are multiple domain names that satisfy the requirements, the primary domain name shall be specified. No domain name of any government website that has been registered shall be transferred to other entity or individual without authorization, and an idle domain name shall be deregistered in a timely manner. | | （一）落实政府网站主办单位域名管理责任。政府网站主办单位要按照“谁开设、谁申请、谁使用、谁负责”的原则管理政府网站域名。一个政府网站原则上只注册一个中文域名和一个英文域名，如已有多个符合要求的域名，应明确主域名。不得将已注册的政府网站域名擅自转给其他单位或个人使用，闲置的域名要及时注销。 |
| 2. Strengthening the responsibilities of the governing entities of government websites for the supervision and administration of domain names. A governing entity of a government website shall regard domain name management as an important part of the website supervision and administration, strengthen overall coordination and business guidance, and uniformly review and control the registration, change and cancellation of the domain name. The management of domain names shall be incorporated into the scope of normalized random inspection, the notification and accountability of failures to conduct registration and deregistration under the procedures, or leasing, lending and transfer of domain names without authorization and other violations shall be intensified, and leaders in charge or relevant responsible persons shall be severely punished according to the law and regulations where serious consequences have been caused. Departments of the State Council under non-vertical management requiring the government departments at the provincial level and at the prefecture level under their business guidances to establish websites and use domain names assigned thereby shall assume the primary responsibility for website supervision and administration. | | （二）强化政府网站主管单位域名监管职责。政府网站主管单位要将域名管理作为网站监管工作的重要组成部分，加强统筹协调和业务指导，统一审核把关域名的注册、变更和注销工作。把域名管理情况纳入常态化抽查范围，加大对不按流程注册、注销或擅自出租、出借、转让域名等违规情况的通报问责力度，造成严重后果的，要对分管领导和有关责任人依法依规进行严肃处理。非垂直管理的国务院部门，如要求受其业务指导的省级、地市级政府部门开设网站，并使用其分配的域名，应承担网站监管主体责任。 |
| 3. Establishing a mechanism for the collaborative administration of the domain names of government websites. The Office of the Central Leading Group for Cyberspace Affairs and the State Commission Office of Public Sectors Reform shall, according to the division of functions, effectively conduct supervision and safety management of the domain names of government websites. The Ministry of Industry and Information Technology shall strengthen the management of the domain name industry, effectively complete the recordation of Internet content providers (ICP) of entities establishing government websites, and supervise the services for domain names. The Ministry of Public Security shall effectively conduct routine safety supervision and administration of the domain names of government websites. The governing entities of government websites shall improve the coordination mechanism with the cybersecurity affairs departments, institution setting departments, industry and information technology departments, and public security departments at the same levels, strengthen communication and cooperation, and effectively conduct notification and sharing of important information. The industry and information technology departments, and public security departments shall, according to the division of functions, crack down on, investigate and handle the violations of laws and regulations found according to the law. | | （三）建立政府网站域名协同管理机制。中央网信办、中央编办按照职责分工做好政府网站域名监督和安全管理工作。工业和信息化部加强域名行业管理，做好政府网站开办主体互联网信息服务（ICP）备案工作，对域名服务进行监督。公安部做好政府网站域名日常安全监管工作。政府网站主管单位要完善与本级网信、机构编制、工信、公安部门的协同机制，加强沟通合作，做好重要信息通报共享。对于发现的违法违规行为，工信、公安部门要按职责分工依法打击查处。 |
| II. Further regulating the structure of the domain names of government websites | | 二、进一步规范政府网站域名结构 |
A government website shall use a English domain name with the suffix of “.gov.cn” and a Chinese domain name with the suffix of “.government affairs,” other than any domain name with any other suffix. No public institution that does not assume the administrative functions shall, in principle, use any English domain name with the suffix of “.gov.cn.” Portal government websites established by the local people's governments at or above the county level and the departments of the State Council shall use the English domain names with the structure of “www.□□□.gov.cn, ” of which □□□ is the character strings (here and below) corresponding to the Chinese phonetic names or the English names of the regions or departments. Websites established by the government departments at the provincial level and at the prefecture level shall use the lower-level English domain names of the portal websites of the people's governments at the same level with the structure of “○○○.□□□.gov.cn, ” of which ○○○ is the character strings (here and below) corresponding to the Chinese phonetic names or the English names of the departments; and websites of grassroots entities under the departments of the State Council under vertical management shall use the lower-level domain names of the portal websites of the departments of the State Council with the structure of “○○○.□□□.gov.cn. ” The Chinese domain name structure of a government website shall be “△△△.government affairs, ” of which △△△ is the full name or standardized abbreviation of the Chinese institution of the website handling entity in charge (here and below).
