| For purposes of comprehensively implementing the work arrangements and requirements of the State Council for speeding up the development of an online government affairs service platform, making examination and approval services more accessible to the public, improving the efficiency of the unified online government affairs services, simplifying the handling procedures for the recordation of the consignees or consignors of imported or exported goods, licenses for registration of customs brokers, recordation of production enterprises of exported food and other matters, and achieving online handling throughout the whole process, the Department of Enterprise Management and Audit-Based Control has completed the development and testing of the electronic seal function of the enterprise credit information investigation subsystem and the recordation management system for production enterprises of exported food, and arranged for it to go online at the end of June. You are hereby notified of the relevant matters as follows: | | 为全面落实国务院关于加快在线政务服务平台建设、深入推进审批服务便民化、提升政务服务“一网通办”效能等工作部署和要求，简化海关进出口货物收发货人备案、报关企业注册登记许可、出口食品生产企业备案等事项办理流程，实现全程网上办理，我司会同科技部门完成了企业信用信息调查子系统、出口食品生产企业备案管理系统电子印章功能的开发测试，相关功能已于6月底部署上线。现将有关事项通知如下： |
| I. Method of filing applications by enterprises and printing of recordation receipts and licensing documents | | 一、企业申请提交方式及备案回执、许可文书打印 |
(1) An enterprise which undergoes the recordation formalities for the consignee or consignor of imported or exported goods by means of “integrating certificates into one” or through the “Single Window” or “Internet plus Customs” may, after receiving the receipt showing that the customs recordation has been completed, log into the enterprise client of Chinese E-port, and print the Receipt for the Recordation of the Consignee or Consignor of Imported or Exported Goods with the “Special Seal of the Customs of the People's Republic of China for the Recordation of the Consignee or Consignor of Imported or Exported Goods” affixed thereto.
．．．．．． | | （一）企业采用“多证合一”方式或通过“单一窗口”、“互联网＋海关”办理进出口货物收发货人备案的，在收到海关备案成功回执后，可登录中国电子口岸企业客户端，打印加盖“中华人民共和国海关进出口货物收发货人备案专用章”的《海关进出口货物收发货人备案回执》。
