The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Pig farming industry is an important industry related to the national economy and people's livelihood, and pork is the most important meat for most people in China. Live pig production is of great significance to ensuring people's livelihood, stabilizing prices, maintaining steady economic growth and overall social stability. In recent years, China's comprehensive production capability for live pig farming industry has been significantly improved, but problems such as unreasonable industrial layout, unsound animal epidemic prevention systems at the grass-roots level are still prominent. Some local governments ignore or even restrict the development of the pig farming industry, which has led to insufficient pork supply for the current stage and an occasional price hike in live pigs. Since the onset of African swine fever, the weakness and problems of the live pig industry have been further exposed. The population of breeding sows and live pigs dropped a lot, so much so that the production capacity has declined significantly and the pressure for stabilizing production and ensuring the supply has intensified. In order to stabilize pig production, promote transformation and upgrading, and enhance the capacity for guaranteeing pork supply, the following opinions are hereby put forward with the approval of the State Council. 养猪业是关乎国计民生的重要产业,猪肉是我国大多数居民最主要的肉食品。发展生猪生产,对于保障人民群众生活、稳定物价、保持经济平稳运行和社会大局稳定具有重要意义。近年来,我国养猪业综合生产能力明显提升,但产业布局不合理、基层动物防疫体系不健全等问题仍然突出,一些地方忽视甚至限制养猪业发展,猪肉市场供应阶段性偏紧和猪价大幅波动时有发生。非洲猪瘟疫情发生以来,生猪产业的短板和问题进一步暴露,能繁母猪和生猪存栏下降较多,产能明显下滑,稳产保供压力较大。为稳定生猪生产,促进转型升级,增强猪肉供应保障能力,经国务院同意,现提出如下意见。
I. General requirements   一、总体要求
1. Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, the relevant departments shall thoroughly implement the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee. They shall, according to the decisions and arrangements of the CPC Central Committee and the State Council, stay committed to the underlying principle of pursuing progress while ensuring stability to maximize the decisive role of the market in resource allocation. For purposes of ensuring basic self-sufficiency in pork, they shall, based on the current production restoration for ensuring supply, focus on long-term transformation to promote transformation, strengthen the implementation of responsibilities, increase policy support and strengthen scientific and technological support, and promote the building of a new pattern of high-quality development of the pig industry featuring efficient production, resource conservation, environmental friendliness, rational distribution and coordinated production and marketing. In so doing, may they better meet consumer demand for pork and promote the steady and sound economic and social development. (一)指导思想。以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中全会精神,按照党中央、国务院决策部署,坚持稳中求进工作总基调,发挥市场在资源配置中的决定性作用,以保障猪肉基本自给为目标,立足当前恢复生产保供给,着眼长远转变方式促转型,强化责任落实,加大政策扶持,加强科技支撑,推动构建生产高效、资源节约、环境友好、布局合理、产销协调的生猪产业高质量发展新格局,更好满足居民猪肉消费需求,促进经济社会平稳健康发展。
2. Development targets. The quality, benefit, and competitiveness of the live pig industry shall be steadily improved; the restraint and incentive mechanism and policy guarantee system for stabilizing production and ensuring supply shall be continuously upgraded; the socialized service system for the development of small and medium-sized live pig farms (households) shall be gradually improved; the capacity for guaranteeing pork supply shall be continuously enhanced, and the self-sufficiency rate shall stand at approximately 95%. In 2022, significant progress shall be made in industrial transformation and upgrading, with a large-scale breeding rate of about 58% and a comprehensive utilization rate of manure pollution for large-scale pig farms (households) of above 78%. In 2025, the quality of the industry shall be significantly improved, with a large-scale breeding rate of over 65% and a comprehensive utilization rate of manure pollution for large-scale pig farms (households) of over 85%. (二)发展目标。生猪产业发展的质量效益和竞争力稳步提升,稳产保供的约束激励机制和政策保障体系不断完善,带动中小养猪场(户)发展的社会化服务体系逐步健全,猪肉供应保障能力持续增强,自给率保持在95%左右。到2022年,产业转型升级取得重要进展,养殖规模化率达到58%左右,规模养猪场(户)粪污综合利用率达到78%以上。到2025年,产业素质明显提升,养殖规模化率达到65%以上,规模养猪场(户)粪污综合利用率达到85%以上。
3. Ensuring that governments at the provincial level assume overall responsibility. The people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) shall assume overall responsibility for stabilizing pig production and ensuring market supply in their regions. As the first responsible person, the person chiefly in charge shall strengthen organizational leadership, enhance planning and guidance, launch special policies, and give priority to land for livestock breeding, capital investment, financing services, grassroots animal epidemic prevention agencies construction. Pig producing provinces shall actively develop pig production to stabilize and increase production. Major pig selling provinces shall ensure a certain degree of self-sufficiency. All regions shall raise their awareness of the “bigger picture”, grasp the stage of development and respect the law of the market, and shall not restrict the development of the live pig industry; they shall strictly implement the system of mayors assuming responsibility for the “vegetable basket” (non-staple food supply), restore live pig production to a normal level as soon as possible, and ensure the stable production and supply of live pigs. (三)省负总责。各省(区、市)人民政府对本地区稳定生猪生产、保障市场供应工作负总责,主要负责人是第一责任人,要加强组织领导,强化规划引导,出台专门政策,在养殖用地、资金投入、融资服务、基层动物防疫机构队伍建设等方面优先安排、优先保障。生猪主产省份要积极发展生猪生产,做到稳产增产;主销省份要确保一定的自给率。各地区要增强大局意识,把握发展阶段,尊重市场规律,不得限制养猪业发展;严格落实“菜篮子”市长负责制,尽快将生猪生产恢复到正常水平,切实做好生猪稳产保供工作。
II. Stabilizing current live pig production   二、稳定当前生猪生产
4. Accelerating the resumption of production. The policies on discount interest on loans to breeding pig farms and large-scale pig farms (households) shall continue, with the term extending to December 31, 2020, and loans for construction funds shall be subject to discount interest. Greater support shall be given to the construction, renovation and expansion of breeding pig farms and large-scale pig farms (households) and rebuilding of large-scale pig farms (households) within the forbidden areas in other places by the end of 2020, with the focus placed on the construction of the facilities for animal epidemic prevention and environmental control, among others. Local governments shall be encouraged to increase support for live pig production in light of their actual conditions. The provincial finance shall implement special subsidies for stabilizing pig production and other measures. Temporary production subsidies shall be given to large-scale pig farms (households) from major pig selling counties to stabilize the population of breeding sows and live pigs. Banking financial institutions shall actively support the development of the live pig industry, and shall not blindly limit, reduce, or rescind loans to pig farms (households) and slaughtering and processing enterprises. Agricultural credit guarantee companies at the provincial level shall, in addition to effectively conducting risk prevention and control, take it as the current important task to support the resumption of pig production, and provide convenient and efficient credit guarantee services for the epidemically affected pig farms (households) that have to cull the infected pigs. (四)促进生产加快恢复。继续实施种猪场和规模养猪场(户)贷款贴息政策,期限延长至2020年12月31日,并将建设资金贷款纳入贴息范围。对2020年底前新建、改扩建种猪场、规模养猪场(户)和禁养区内规模养猪场(户)异地重建加大支持力度,重点加强动物防疫、环境控制等设施建设。鼓励地方结合实际加大生猪生产扶持力度。省级财政要落实生猪生产稳定专项补贴等措施,对受影响较大的生猪调出大县的规模养猪场(户)给予临时性生产补助,稳定能繁母猪和生猪存栏。银行业金融机构要积极支持生猪产业发展,不得对养猪场(户)和屠宰加工企业盲目限贷、抽贷、断贷。省级农业信贷担保公司在做好风险防控的基础上,要把支持恢复生猪生产作为当前的重要任务,对发生过疫情及扑杀范围内的养猪场(户),提供便利、高效的信贷担保服务。
5. Regulating the delineation and administration of prohibited breeding areas. Prohibited breeding areas shall be scientifically delineated in strict accordance with laws and regulations. Except for drinking water source protection areas, scenic spots and historic sites, core areas and buffer zones of nature reserves, urban residential areas, cultural, educational and scientific research areas and other densely populated areas as well as other prohibited breeding areas prescribed by laws and regulations, no prohibited breeding area shall be delineated. All regions shall carry out an in-depth self-examination, and immediately adjust the prohibited breeding areas that are beyond the scope prescribed by laws and regulations. For the large-scale pig farms (households) in the prohibited breeding areas that really need to be closed down and move to other places, the local government shall arrange for land to support rebuilding in different places. All provinces (autonomous regions and municipalities directly under the Central Government) shall, before the end of October 2019, submit the self-examination results and the adjustment of prohibited breeding areas to the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs for recordation and verification. (五)规范禁养区划定与管理。严格依法依规科学划定禁养区,除饮用水水源保护区,风景名胜区,自然保护区的核心区和缓冲区,城镇居民区、文化教育科学研究区等人口集中区域以及法律法规规定的其他禁止养殖区域之外,不得超范围划定禁养区。各地区要深入开展自查,对超越法律法规规定范围划定的禁养区立即进行调整。对禁养区内确需关停搬迁的规模养猪场(户),地方政府要安排用地支持异地重建。各省(区、市)要于2019年10月底前将自查结果及调整后的禁养区划定情况报生态环境部、农业农村部备核。
6. Ensuring the orderly transfer of breeding pigs, piglets, and live pig products. Convenient measures shall be further refined to guarantee the transfer of qualified breeding pigs and piglets, and no more restriction measures shall be taken at every level to impose an embargo or restricted transportation. The inter-provincial transfer and quarantine procedures for breeding pigs shall be optimized with the focus on the detection of African swine fever. Risk assessment for other diseases shall be carried out to simplify laboratory testing and reduce transfer costs. Piglets and chilled and fresh pork shall be included in the "green channel" policy for the transportation of fresh agricultural products. Before June 30, 2020, vehicles legally transporting breeding pigs and frozen pork shall be exempted from tolls. (六)保障种猪、仔猪及生猪产品有序调运。进一步细化便捷措施,保障符合条件的种猪和仔猪调运,不得层层加码禁运限运。优化种猪跨省调运检疫程序,重点检测非洲猪瘟,对其他病种开展风险评估,简化实验室检测,降低调运成本。将仔猪及冷鲜猪肉纳入鲜活农产品运输“绿色通道”政策范围。2020年6月30日前,对整车合法运输种猪及冷冻猪肉的车辆,免收车辆通行费。
7. Continuing to strengthen the prevention and control of African swine fever. The responsibilities of the government, departments, and practitioners in all links of the live pig industry shall be further consolidated. The current effective prevention and control measures, such as epidemic monitoring and investigation reports, emergency response to an outbreak, live pig transportation, and kitchen waste supervision, shall be strictly implemented so as to ensure that the epidemic does not rebound and enhance confidence in breeding. The daily epidemic reporting system shall be adhered to in order to strictly implement origin quarantine and slaughter quarantine. Those who conceal or delay the reporting of the epidemic and lead to the spread thereof shall be strictly punished and held accountable. The policies for subsidizing compulsory culling due to African swine fever shall be effectively implemented, and the allocation of subsidies shall be accelerated with the settlement period changed from the currently annual to semi-annual allocation. For counties and municipalities that have financial difficulties, the provincial finance shall increase overall support for culling subsidies and reduce or cancel the proportion of the county and municipal finance.

 (七)持续加强非洲猪瘟防控。进一步压实政府、部门和生猪产业各环节从业者责任,不折不扣落实疫情监测排查报告、突发疫情应急处置、生猪运输和餐厨废弃物监管等现行有效防控措施,确保疫情不反弹,增强养殖信心。坚持疫情日报告制度,严格实施产地检疫和屠宰检疫,对瞒报、迟报疫情导致疫情扩散蔓延的,从严追责问责。落实好非洲猪瘟强制扑杀补助政策,加快补助资金发放,由现行按年度结算调整为每半年结算发放一次。对财政困难的县市,省级财政要加大对扑杀补助的统筹支持力度,降低或取消县市级财政承担比例。
