Departments of natural resources of all provinces, autonomous regions, and municipalities directly under the Central Government; and the department of natural resources of Xinjiang Production and Construction Corps: 各省、自治区、直辖市自然资源主管部门,新疆生产建设兵团自然资源主管部门:
For the purposes of implementing the major decisions and arrangements of the CPC Central Committee and the State Council to improve the business environment and accelerating the implementation of the Notice by the General Office of the State Council of Shortening the Time for Realty Registration (No. 8 [2019] of the General Office of the State Council), the Notice by the General Office of the State Council of Effectively Replicating, Promoting, and Borrowing Reform Measures for Optimizing the Business Environment (Letter No. 89 [2019] of the General Office of the State Council), and the Notice by the State Council of Issuing the Plan for Division of Key Tasks of the Teleconference on Deepening the Reform of “Simplification of Administrative Procedures, Decentralization of Powers, Combination of Decentralization with Appropriate Control, and Optimization of Services” and Optimizing the Business Environment Nationwide (No. 39 [2019], General Office of the State Council), the major reform initiatives to improve the business environment in Beijing and Shanghai are hereby issued to you. And all local regions shall be actively benchmarked against the best performance in other regions and learn from each other to further improve the quality and efficiency of real estate registration services. Before the end of 2019, the time of handling the general registration and mortgage registration business for the eastern coastal region shall be reduced to less than five working days as much as possible, and the time of handling the general registration and mortgage registration business for other regions shall be squeezed to less than ten and five working days, respectively, so as to continue to increase enterprises' and the people's sense of gain from reform. 为贯彻党中央、国务院优化营商环境重大决策部署,加快《国务院办公厅关于压缩不动产登记办理时间的通知》(国办发〔2019〕8号)、《国务院办公厅关于做好优化营商环境改革举措复制推广借鉴工作的通知》(国办函发〔2019〕89号)、《国务院办公厅关于印发全国深化“放管服”改革优化营商环境电视电话会议重点任务分工方案的通知》(国办发〔2019〕39号)落地实施,现将京沪两地优化营商环境主要改革举措印发你们,请各地主动对标对表,学习借鉴,进一步提升不动产登记服务质量和效率,2019年底前东部沿海地区一般登记业务、抵押登记业务办理时间力争压缩至5个工作日以内,其他地区一般登记业务、抵押登记业务办理时间分别压缩至10个工作日、5个工作日以内,不断增强企业和群众改革获得感。
I. Providing services of "one window acceptance and multi-track processing" of realty registration, trading, and tax payment   一、提供不动产登记、交易和税收“一窗受理、并行办理”服务
Beijing Municipality. (1) The government service platform shall be relied on to press ahead with the reform of “one-window handling” of real estate transactions, tax payments and registration to set up a window for comprehensive services, so that the parties involved may only need to go to the comprehensive-service window for registration of real estate transactions to complete the whole process business. Thus, the way the procedures can be handled on a department-by-department basis can be completely changed, thereby reducing costs of matter handling. (2) The Announcement on Cancellation of Compulsory Online Contract-Signing for Inter-corporate Non-residential Stock Housing Transactions (No. 98 [2019] of the Beijing Municipal Commission of Housing and Urban-Rural Development) has been issued; online contract-signing for inter-corporate non-residential stock housing transactions has been canceled, so that an enterprise buying or selling existing houses from or to others shall no longer be subject to online contract-signing, and instead it may directly apply for tax payment and registration at the comprehensive-service window. (3) The ways and methods of handling the land appreciation tax business shall be innovated on, and the operating mode of the administration of tax collection shall be adjusted. For bargainees who are qualified to fill tax returns, their filling shall be accepted without delay and completed on the same day. For those that are not qualified, their filing of deed tax returns may be handled on the same day after their relevant tax-related information is kept. Achievements: the handling time at the comprehensive-service window for buying or selling houses by enterprises in Beijing has been reduced to one working day. 北京市。(1)依托政务服务平台,推进不动产交易、纳税、登记“一窗办理”改革,整合房屋交易管理部门、税务部门和不动产登记部门窗口,设立“一窗办理综合服务窗口”,当事人办理不动产交易登记只需到综合服务窗口可完成全流程业务,彻底改变分部门串联办理模式,实行并联办理,减少办事成本。(2)印发《关于取消企业之间存量非住宅房屋买卖合同网上签约要求的公告》(京建发〔2019〕98号),取消企业间存量非住宅房屋买卖合同网签,企业之间买卖存量房的不再进行网签,可直接到综合服务窗口申请缴税及登记。(3)针对土地增值税的业务办理创新方式方法,调整税收征管工作模式。对具备办理条件的,即时受理,当日办结;不具备办理条件的,在留存相关涉税资料后,可为买受人当日办理契税申报。成效:北京市企业买卖房屋综合服务窗口办理时限压缩到1个工作日内。
Shanghai Municipality. The government service platform shall be relied on to reform the real estate registration process; the Announcement on the Tax Registration for Real Estate Transactions in the Sales and Purchase of Non-residential Housing Stock between Enterprises (No. 171 [2019] of the Shanghai Municipal Commission of Housing and Urban-Rural Development) has been issued, and online contract-signing for inter-corporate non-residential housing transactions has been canceled; handling with the business halls of the departments responsible for transactions, taxes, and registration for three times shall be changed to “one-window acceptance, internal circulation, and parallel approval”. Namely, the application shall be centrally accepted at the acceptance window, and housing status inquiry, tax collection management and real estate registration shall be conducted through internal circulation before delivery via EMS express. Achievements: Shanghai Municipality has set up a special window for the registration of factory and warehouse ownership transfer, and thus the registration of factory and warehouse ownership transfer may be completed on the spot (no more than 0.5 working days).

 上海市。依托政务服务平台,改革不动产登记流程,印发《关于企业之间存量非居住房屋买卖办理不动产交易税收登记事项的公告》(沪建房管联〔2019〕171号),取消企业间非住宅房屋买卖合同网签,将分别到交易、税务、登记3个部门办理、到业务受理大厅办理3次,改为“一口受理、内部流转、并联审批”,受理窗口统一收件,房屋状况查询、税收征管和不动产登记内部流转办理,EMS快递送达。成效:上海市设置工厂、仓库转移登记专窗,工厂、仓库类房屋转移登记实现当场办结(不超过0.5个工作日)。
