| National demonstration parks for integrated development of rural industries (hereinafter referred to as ‘demonstration parks') are important carriers for promoting the revitalization of rural industries and cultivating new dynamic energy for rural development, and are important platforms for promoting the employment and entrepreneurship of all kinds of talents back to their hometowns and driving farmers to increase their income and become rich. For the purposes of maximizing the driving role of the first group of demonstration parks and the second group of demonstration parks, accelerating the construction of park projects, providing local or nearby job and business startup opportunities to more migrant workers, and effectively responding to the adverse effects of the COVID-19 outbreak, you are hereby notified of the following relevant matters. | | 国家农村产业融合发展示范园（以下简称“示范园”）是推进乡村产业振兴、培育农村发展新动能的重要载体，是促进返乡入乡就业创业、带动农民增收致富的重要平台。为充分发挥首批示范园和第二批示范园创建单位带动作用，加快园区项目建设，吸纳更多农民工就地就近就业创业，有效应对新冠肺炎疫情不利影响，现就有关事项通知如下。 |
| I. Intensifying efforts to accelerate the construction of demonstration park projects | | 一、加大力度加快推进示范园项目建设。 |
| All local authorities shall, on the basis of implementing the measures for prevention and control of the COVID-19 outbreak, speed up the issuance of investment plans and the allocation of funds, and shall, without delay, carry out the construction of infrastructure such as roads, small-scale water conservancy, garbage and sewage treatment, public health, and cold-chain logistics in demonstration parks, as well as actively promote a new group of integrated development projects of the primary, secondary, and tertiary industries that have strong capacity for promoting employment. In response to the weaknesses exposed by the COVID-19 outbreak, the improvement of environmental protection, epidemic prevention, emergency protection and other supporting facilities in the parks shall be accelerated, and the carrying capacity of industries in demonstration parks shall be continuously improved. The agricultural production bases of demonstration parks shall be guided in seizing the agricultural season to carry out spring plowing and spring management, as well as in accelerating the construction of high-standard farmland and farmland water conservancy facilities in the parks. | | 各地要在落实疫情防控措施的基础上，加快投资计划下达和资金拨付到位，抓紧开展示范园道路、小型水利、垃圾污水处理、公共卫生、冷链物流等基础设施建设，积极推动新上一批带动就业能力强的一二三产业融合发展项目。针对此次疫情暴露出的短板弱项，加快完善园内环保、防疫、应急保障等配套设施，持续提升示范园产业承载能力。指导示范园农业生产基地抢抓农时开展春耕春管，加快园区内的高标准农田和农田水利设施建设。 |
