| The interconnection and orderly sharing of data between e-commerce and express delivery industries provides an important support for the coordinated development of e-commerce and express delivery. For purposes of implementing the Opinions of the General Office of the State Council on Advancing the Coordinated Development of E-commerce, Express Delivery and Logistics Industries, establishing and improving the rules of the interconnection and sharing of data between e-commerce and express delivery industries, and promoting the overall upgrading of data management and self-governance capabilities of e-commerce operators and express delivery service providers, the Guiding Opinions are hereby offered in accordance with the E-commerce Law of the People's Republic of China, the Cyber Security Law of the People's Republic of China, the Interim Regulation on Express Delivery, and other laws and regulations. | | 电子商务与快递数据互联互通和有序共享，是促进电子商务与快递协同发展的重要条件。为贯彻落实《国务院办公厅关于推进电子商务与快递物流协同发展的意见》，建立完善电子商务与快递数据互联共享规则，促进电子商务经营者、经营快递业务的企业数据管理和自身治理能力的全面升级，按照《中华人民共和国电子商务法》《中华人民共和国网络安全法》《快递暂行条例》等法律法规的规定，现提出以下指导意见。 |

| 1. E-commerce operators provide the delivery data | | （一）电子商务经营者提供寄递数据 |
| Where e-commerce parties agree to deliver commodities through express delivery, an e-commerce operator shall be supported in providing the necessary delivery data (including but not limited to names, addresses, phone numbers of the sender and receiver, and any item in the mail) to an express delivery service provider through the agreed means of data transmission. The e-commerce platform operator shall not, by restricting the interconnection and sharing of data, hinder the e-commerce parties from freely choosing the express delivery service. The platform enterprise that provides express delivery data service to the e-commerce operator shall fulfill the same obligation of data interconnection and sharing as the e-commerce platform operator. | | 电子商务当事人约定采用快递方式交付商品的，支持电子商务经营者通过约定的信息传输方式及时将必要的寄递数据（包括但不限于寄件人和收件人姓名、地址、联系电话、内件等数据）提供给经营快递业务的企业。电子商务平台经营者不得通过限制数据互联共享，阻碍电子商务当事人自由选择快递服务。鼓励为电子商务经营者提供快递信息服务的平台企业履行与电子商务平台经营者同等的数据互联共享义务。 |

When providing an e-commerce delivery service, an express delivery service provider shall be supported in providing the necessary express mail data (including but not limited to the data of sending, receiving, sorting, transporting and delivering express mails at specific time and along the process) to an e-commerce operator in a timely manner through the agreed means of data transmission. The express delivery service provider shall not, by restricting the interconnection and sharing of data, hinder the e-commerce operator from obtaining the express mail data required for the delivery service to consumers.
