| For the purposes of properly defining the functions of four-level courts in the trial of foreign-related civil and commercial cases, unifying the criteria for judgment, protecting the lawful rights and interests of parties concerned, and ensuring the development of open economies, you are hereby notified of relevant matters concerning the standards for hierarchical jurisdiction over and centralized handling of foreign-related civil and commercial cases of first instance as follows: | | 为合理定位四级法院涉外民商事审判职能，统一裁判尺度，维护当事人的合法权益，保障开放型经济的发展，现就第一审涉外民商事案件级别管辖标准以及归口办理的有关问题，通知如下： |
| I. Standards for hierarchical jurisdiction over foreign-related civil and commercial cases of first instance | | 一、关于第一审涉外民商事案件的级别管辖标准 |
| The higher people's courts of Beijing, Shanghai, Jiangsu, Zhejiang and Guangdong have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 200 million yuan; the intermediate people's courts within the territorial jurisdictions of municipalities directly under the Central Government, and the intermediate people's courts in provincial capital cities, cities under separate state planning, and special administrative regions have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 20 million yuan; and other intermediate people's courts have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 10 million yuan. | | 北京、上海、江苏、浙江、广东高级人民法院管辖诉讼标的额人民币2亿元以上的第一审涉外民商事案件；直辖市中级人民法院以及省会城市、计划单列市、经济特区所在地的市中级人民法院管辖诉讼标的额人民币2000万元以上的第一审涉外民商事案件，其他中级人民法院管辖诉讼标的额人民币1000万元以上的第一审涉外民商事案件。 |
The higher people's courts of Tianjin, Hebei, Shanxi, Inner Mongolia, Liaoning, Anhui, Fujian, Shandong, Henan, Hubei, Hunan, Guangxi, Hainan, Sichuan, and Chongqing have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 80 million yuan; the intermediate people's courts within the territorial jurisdictions of municipalities directly under the Central Government, and the intermediate people's courts in provincial capital cities, cities under separate state planning, and special administrative regions have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 10 million yuan; and other intermediate people's courts have jurisdiction over a foreign-related civil and commercial case of first instance with the subject matter of action at a value of more than 5 million yuan.
