| The quality and technical supervision bureaus (market regulatory departments) of all provinces, autonomous regions, and municipalities directly under the Central Government, and Xinjiang Production and Construction Corps, and all inspection institutions for production licenses: | | 各省、自治区、直辖市及新疆生产建设兵团质量技术监督局（市场监督管理部门），各生产许可证审查机构： |
| For purposes of implementing the Decision of the State Council on Further Reducing the Categories in the Catalogue of Industrial Products Subject to Production License Administration and Simplifying the Approval Procedures (No. 33 [2018] of the State Council, hereinafter referred to as the “Decision”) and further deepening the reform of production license system for industrial products, relevant matters are hereby notified as follows: | | 为贯彻落实《国务院关于进一步压减工业产品生产许可证管理目录和简化审批程序的决定》（国发〔2018〕33号，以下简称《决定》），继续深化工业产品生产许可证制度改革，现就有关事项通知如下： |
| I. Taking resolute actions to cancel the production license administration of 14 categories of industrial products | | 一、坚决做好取消14类工业产品生产许可证管理工作 |
| 1. Immediately cancelling the production license administration of relevant products. All provincial quality supervision departments (market regulatory departments) and relevant inspection institutions for production licenses shall, from the date of issuance of this Decision, suspend the acceptance, review and approval of production licenses for such products as fasteners of steel pipe scaffolding, wood-based panels, forage grinding machinery, light and compact hoisting and conveying equipment, construction winches, radio communication towers and masts, hydraulic metal structure, port cargo handling machinery, survival equipment, integrated circuit cards and card read-write devices, refrigeration equipment (excluding large refrigerators with a volume of 500L or above each), air compressors, and gas appliances (excluding gas stove and gas heater), and shall issue no license for the aforesaid products in any explicit or disguised form. For an enterprise's application already accepted, the State Administration for Market Regulation (“SAMR”) and relevant provincial quality supervision departments (market regulatory departments) shall terminate the administrative licensing procedures according to law; and for an enterprise that has obtained the production license, if the license expires, the SAMR and relevant provincial quality supervision departments (market regulatory departments) shall handle the cancellation procedures according to their respective examination and approval power. | | （一）立即取消有关产品生产许可证管理。各省级质监部门（市场监督管理部门）、有关生产许可证审查机构自《决定》发布之日起，停止建筑钢管脚手架扣件、人造板、饲料粉碎机械、轻小型起重运输设备、建筑卷扬机、广播通信铁塔及桅杆、水工金属结构、港口装卸机械、救生设备、集成电路卡及集成电路卡读写机、制冷设备（不含标定容积500L以上大冰箱）、空气压缩机、燃气器具（不含燃气灶和燃气热水器）等产品的各项生产许可证受理、审查、审批工作，不得以任何形式继续许可或变相许可。对于已经受理的企业申请，总局和相关省级质监部门（市场监督管理部门）依法终止行政许可程序。对已获证企业，生产许可证到期后，按照审批权限由总局和省级质监部门（市场监督管理部门）分别依法办理注销手续。 |
2. Steadily transferring certain products to mandatory product certification administration. Upon the approval of the State Council, the SAMR and the Certification and Accreditation Administration have decided to transfer the following products to mandatory product certification administration: explosion-proof electrical and gas appliances (including home gas stoves, instantaneous gas water heaters, and gas-fired heating boilers) and large refrigerators with a volume of 500L or above (household refrigerator-freezer products in the refrigerator equipment category). In accordance with the Regulation on Certification and Accreditation, the SAMR and the Certification and Accreditation Administration will develop a specific implementation plan for the certification transfer according to the requirements of the meetings of the State Council. Before the implementation of mandatory product certification administration, the production license administration shall continue to apply; after the implementation, however, the applications for production licenses shall not be accepted. If the application of an enterprise has been accepted, the administrative licensing procedures will be suspended according to law; if a product has been transferred to mandatory certification or its license has expired, it can go through the license cancellation procedures; for other products of which production license administration has been cancelled, efforts shall be made to transfer them to voluntary license administration, and encourage and support qualified third-party institutions in their certification work. The SAMR and the Certification and Accreditation Administration will further strengthen the supervision over certification institutions and certification acts.
．．．．．． | | （二）稳妥实施转强制性产品认证管理相关工作。经国务院同意，总局和认监委决定将防爆电气、燃气器具（家用燃气灶、家用燃气快速热水器、燃气采暖热水炉）和标定容积500L以上大冰箱（制冷设备产品冷柜单元中家用冰箱冷柜产品）转为强制性产品认证管理。依据《认证认可条例》，总局和认监委将按照国务院会议要求制定转认证工作的具体实施方案。在实施强制性产品认证管理前，继续实施生产许可证管理。在实施强制性产品认证管理后，立即停止受理生产许可证申请。已受理企业申请的，依法终止行政许可程序。已转为强制性认证或许可证到期的，办理许可证注销手续。对其他取消生产许可证管理的产品，推动转为自愿性认证管理，鼓励和支持有条件的社会第三方机构开展认证工作。总局和认监委将进一步加强对认证机构和认证行为的监管。
