| For the purposes of thoroughly implementing the work arrangements of the CPC Central Committee and the State Council for the prevention and control of the outbreak of coronavirus disease (COVID-19), guiding China's enterprises that “go global” in proactively and effectively responding to the COVID-19 outbreak, effectively reducing the impacts of the COVID-19 outbreak on the production and operations of enterprises that “go global”, helping enterprises tide over difficulties, and further promoting the steady and healthy development of “going global,” you are hereby notified of the relevant matters as follows: | | 为深入贯彻落实党中央、国务院关于新型冠状病毒感染肺炎疫情防控工作部署，指导我走出去企业积极做好应对，切实减轻疫情对走出去企业生产经营影响，帮助企业共渡难关，进一步推动走出去平稳健康发展。现将有关事项通知如下： |
| I. Attaching great importance to and guiding enterprises in the effective prevention and control of the COVID-19 outbreak | | 一、高度重视，指导企业做好疫情防控 |
The competent departments of commerce of all localities shall comprehensively study and implement the spirit of the important instructions given by General Secretary Xi Jinping on preventing and controlling the COVID-19 outbreak and the specific work arrangements made by the CPC Central Committee, the State Council and all regions, and vigorously guide enterprises that “go global” in local regions in strictly implementing the relevant administrative rules on the resumption of work and measures for the prevention and control of the COVID-19 outbreak, develop effective work plans for responding to the COVID-19 outbreak, and strengthen the prevention and control of the COVID-19 outbreak; and shall, according to the work requirements of “preventing the COVID-19 from spreading within and outside of a city (or an area),” make reasonable business trip plans, and, before the state officially declares the epidemic over, avoid dispatching personnel abroad if it is unnecessary and postpone all dispatching that can be postponed in principle. Where it is truly necessary to dispatch personnel abroad, such personnel shall be reviewed and dispatched in strict accordance with the standards for prevention and control of the COVID-19 outbreak; the recruitment and selection of personnel from regions severely hit by the COVID-19 outbreak shall be postponed; and the health status and social contact information of the personnel to be dispatched abroad during a period of time before they leave China shall be assessed to ensure healthy dispatching. At the same time, the competent departments of commerce of all localities shall direct personnel who have been dispatched abroad to conscientiously implement the prevention and control requirements, protect themselves in a scientific manner and reduce gathering activities, and strengthen personnel investigation, daily monitoring, internal disinfection and other tasks to minimize the risk of the COVID-19 outbreak.
．．．．．． | | 各地方商务主管部门要全面学习贯彻习近平总书记关于防控新冠肺炎疫情的重要指示精神和党中央、国务院、各地区具体工作部署，积极指导本地区走出去企业严格落实相关复工管理制度和防疫措施，做好应急工作预案，强化疫情防控。要根据“内防扩散、外防输出”的工作要求，合理安排商务外出计划，在国家正式宣布疫情解除前，原则上能不外派就不外派，能暂缓外派就暂缓外派。确有必要派出的，要严格按照疫情防控标准做好人员审核和派遣工作，暂缓从疫情严重地区招选人员，并对拟派人员出境前一段时间内的健康状况和社会接触情况进行评估，确保健康派出。同时要指导已在外人员认真落实防控要求，做好科学防护，减少聚集活动，加强人员排查、日常监测、内部消毒等工作，最大程度降低疫情发生风险。
